The City of Richmond, Department of Information Technology seeks to fill an Accountant Associate position with a highly qualified professional. As the Accountant, Associate would include accounting functions and financial management reporting in conformance with generally accepted accounting principles (GAAP) for the assigned areas of responsibility.


The class is responsible for the preparation, disbursement, maintenance, review, interpretation, analysis and reconciliation of budgets, financial records, bank accounts, grants, funds, audits and/or financial related projects or documents for the assigned areas of responsibility. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.


Duties include, but not limited to:

  • Performing assigned accounting functions in accordance with GAAP and applicable Federal and State legislation for assigned area of responsibility and accounts.
  • Reconciling all funds and accounts for assigned areas of responsibility, research discrepancies, collection information, non-reconciliation of accounts, and reports findings to supervisor or management.
  • Assisting in planning, reviewing, preparing and monitoring routine and special monthly and annual budgets and budget projections for assigned areas of responsibility.
  • Coordinating and performing posting of payments, journal and/or ledger entries in accordance with GAAP for assigned areas of responsibility.
  • Preparing and submitting routine and special costing, audit, financial and budgetary analysis reports and statements for City and Constitutional agencies as required.
  • Providing, tracking, monitoring, and verifying internal and external payments according to supervisor's instructions. Performing data entry of all financial activities for assigned accounts and funds; verifies and reconciles accuracy of data entered.
  • Following appropriate departmental internal controls for management of assigned accounts and funds. Assisting management and support staff with accounting rules, guidelines and procedures; provides accounting support to other city departments as necessary.
  • Preparing and disbursing customer and/or client accounting documents and correspondence and resolves inquiries by customers, clients and/or the general public for assigned areas of responsibility.
  • Approving expenditures for assigned accounts, funds, and other financial areas of responsibility as directed by supervisor.

Qualifications, Special Certifications and Licenses Minimum Qualifications

  • Requires Bachelor's degree in Accounting, Finance, or a related field.
  • Requires two years of accounting experience. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications.
  • Experience using QuickBooks.
  • Intermediate proficiency in Microsoft excel or word; Working experience as an accountant in a local government, county, state or federal government is preferred.
