The City of Richmond Department of Public Works is actively seeking a highly qualified candidate for the role of Associate Accountant. This position involves providing a range of accounting support tasks crucial to the department’s operations.


Responsibilities include but are not limited to:

  • Maintaining records and preparing spreadsheets
  • Reconciling transactions to the general ledger
  • Handling reimbursement billings and providing customer service
  • Performing journal entry preparation and processing
  • Assisting with projects related to Comprehensive Annual Financial Report (CAFR) preparation

Key Duties:

  • Preparing monthly reimbursable billings for Capital Improvement Projects (CIP)
  • Generating monthly general ledger and accounts payable reports for CIP Projects to monitor expenditures
  • Resolving billing and payment issues related to Capital Improvement Projects
  • Liaising with department project managers on project phases and authorized funding
  • Managing journal entries or re-classifying invoices
  • Preparing deposit forms and quarterly receivables spreadsheets for VDOT and the City of Richmond Finance Department
  • Assisting in reconciliations related to fixed assets and the CWIP Schedule
  • Performing other duties as assigned

Important Note: City of Richmond Public Works employees in this role are considered essential personnel, expected to work during declared emergencies and major weather events. The incumbent may be required to work nights, weekends, holidays, or on-call as necessary.


Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities Required:

  • Accounting principles, practices, and accrual accounting
  • Proficiency in processing payments, due dates, and electronic databases
  • Skills in data entry, revenue collection, compiling information, creating and reconciling spreadsheets
  • Effective communication with internal and external departments
  • Conducting research, routine office functions, summarizing findings, and supporting departmental focus areas
  • Proficiency in Microsoft Excel and Word, oral and written communication, analysis, following standard procedures, and establishing practices

Minimum Training and Experience:

  • Associate's degree in accounting, business, or a related field (Bachelor's degree preferred)
  • Two (2) years of accounting support experience
  • An equivalent combination of training and experience as approved by the department may be considered

  • None required
