This class provides accounting services, financial management, and reporting in accordance with Generally Accepted Accounting Principles (GAAP). Incumbents provide fully-proficient journey-level accounting, financial analysis, and management reporting work. This work requires independent evaluation, analysis of issues, and judgment to select and apply criteria to resolve problems and make recommendations. 


As assigned, work may include

  • Researching discrepancies
  • Reconciling funds and accounts in assigned area of responsibility
  • Performing data entry
  • Reviewing expenditures
  • Performing analysis
  • Preparing and disbursing documents and communications
  • Coordinating posting of payments, receivables, and journal entries to the general ledger
  • Preparing and reviewing costing, budgets, forecasts, and financial analysis documents
  • Ensuring proper internal controls and reviewing supporting documentation
  • Tracking and monitoring contracts and expenditures
  • Resolving financial and accounting issues
  • Preparing, tracking, and monitoring banking activities
  • Assisting in the preparation of financial reports and schedules
  • Assisting with the ACFR (Annual Comprehensive Financial Report)
  • Making recommendations for policies and procedures

As assigned, incumbents may also serve as lead workers, assigning work and monitoring work completion.


Duties include but are not limited to


The City of Richmond Department of Finance is seeking a qualified Accountant to provide accounting functions and financial management reporting in conformance with generally accepted accounting principles (GAAP) for the assigned areas of responsibility. The incumbent is responsible for the following:

  • Preparation, disbursement, maintenance, review, interpretation, analysis, and reconciliation of budgets, financial records, bank accounts, grant funds, audits, and/or financial-related projects or documents for the assigned areas of responsibility.
  • Working within a general outline of work to be performed and developing work methods and sequences under general supervision.
  • Performing assigned accounting functions in accordance with GAAP and applicable Federal and State legislation for assigned area of responsibility and accounts.
  • Reconciling accounts for assigned areas of responsibility, researching discrepancies, collecting information, and reporting findings to supervisor or management.
  • Assisting in planning, reviewing, preparing, and monitoring routine and special monthly and annual reports and projections for assigned areas of responsibility.
  • Coordinating and performing posting of payments, journal and/or ledger entries in accordance with GAAP for assigned areas of responsibility.
  • Preparing and submitting routine and special costing, audit, financial, and budgetary analysis reports and statements for City, State, and Federal agencies as required.
  • Providing, tracking, monitoring, and verifying bank wire transfers, disbursements, and appropriations for assigned accounts and funds according to supervisor's instructions.
  • Performing data entry of all financial activities for assigned accounts and funds, verifying and reconciling accuracy of data entered.
  • Following appropriate departmental internal controls for management of assigned accounts and funds.
  • Assisting management and support staff with accounting rules, guidelines, and procedures; providing accounting support to other city departments as necessary.
  • Assisting internal and external auditors with technical support and advice; preparing annual audit and financial schedules for assigned areas of responsibility.
  • Preparing and disbursing customer and/or client accounting documents and correspondence and resolving inquiries by customers, clients, and/or the general public for assigned areas of responsibility.

Qualifications, Special Certifications, and Licenses

  • Accounting and corresponding systems
  • Basic accounting such as journal entries, chart of accounts, methods of reporting, and basis of reporting
  • Billing and accounts receivable
  • Budget compliance and audit procedures
  • Computer programs such as Microsoft Office Suite (Word, Excel, etc.)
  • Electronic databases and related software applications such as Rapids and MUNIS
  • Regulations related to sponsored programs at the local, state, and federal levels
  • Financial systems
  • Fiscal management principles
  • Fund accounting
  • Generally Accepted Accounting Principles (GAAP)
  • Governmental accounting
  • Grant accounting
  • Office of Management and Budget circular and applicability to grants management related to CAPER A-133 audits
  • Reconciliation including preparing

Skills (some combination of the following)

  • Advising sub-recipients of federal funding related to a financial environment
  • Communicating with various internal and external departments
  • Completing revenue reports and reimbursement of expenditures in a timely manner
  • Developing policies and procedures
  • Ensuring revenue is collected and recorded accurately in the appropriate systems
  • Maintaining and recording files, receivables, etc.
  • Performing related reconciliations and account reclassifications as required
  • Planning, reviewing, preparing, and monitoring budgets
  • Possessing financial and budgetary analysis skills
