Description

 

The City of Richmond’s Department of Social Services is seeking a detail-oriented and highly organized Administrative Technician, Senior (Timekeeper) to support department-wide payroll, timekeeping, and human resources operations. This position plays a critical role in ensuring accurate employee time and attendance reporting, payroll compliance, and adherence to City, State, and Federal regulations.

The ideal candidate will have strong analytical skills, excellent communication abilities, demonstrated skills in operating personal computers; using the Microsoft Office Suite; utilizing the Internet; data entry, and experience working with automated timekeeping and payroll systems in a fast-paced environment.

 

Duties include but are not limited to

 

  • Prepare and process employee timecards and related documentation using the City of Richmond’s Oracle system
  • Monitor and maintain the City’s automated time and attendance system (CORERP), ensuring accurate data entry and compliance
  • Communicate with employees and supervisors to resolve timekeeping discrepancies and ensure proper system utilization
  • Assist with coordination and updates of payroll data in the LHRC State Department of Social Services system to ensure compliance with State and Federal reporting requirements
  • Support the Random Moment Sampling (RMS) process for the Department of Social Services
  • Respond to inquiries from employees at all levels regarding time and attendance, leave, and payroll-related matters; refer complex issues to appropriate personnel
  • Prepare and process attendance-related corrections and adjustments
  • Enter, track, and maintain time and attendance records for DSS staff
  • Process Shared Leave donations
  • Coordinate with Central Human Resources regarding FMLA, short-term disability, and long-term disability payments and tracking
  • Attend City Finance, Payroll, and Human Resources meetings to stay informed of updates, policy changes, and procedural requirements
  • Enter routine, technical, and specialized data into computer systems accurately and efficiently
  • Interpret, explain, and gather information related to departmental programs, policies, and procedures
  • File and maintain records in accordance with established retention and confidentiality guidelines
  • Serve as backup for the Lead Timekeeper as needed
  • Assist with reconciliation of departmental financial and payroll records
  • Ensure compliance with procedural and operational guidelines within established deadlines
  • Perform as essential personnel during City closures when payroll and timekeeping activities are underway
  • Perform other administrative and support duties as assigned to support HR, payroll, and timekeeping operations
  • Other related duties as assigned

**City of Richmond Department of Social Services employees may be required to work during times of declared emergencies.***

 

Qualifications, Special Certifications and Licenses

 

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge and experience with software such as Microsoft Word, Excel, and Outlook, basic arithmetic calculations and mathematics, administrative and clerical procedures, and business principles and managing files and records, and designing forms.
  
Demonstrated skills in entering data accurately; maintaining confidentiality; utilizing critical thinking and analytical skills to solve problems and demonstrating excellent customer service.
  
Demonstrated ability to follow established procedures; work independently with little supervision; use sound judgement and decision-making; attention to detail and prioritize multiple responsibilities.
  
MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED 
  • Three years of related clerical or office support experience. 
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A Notary Public designation may be required for some assignments.

 
PREFERRED QUALIFICATIONS:

  • Demonstrated skills in operating computers and using word processing, spreadsheets, email, database, presentation software applications and the Internet
  • Data entry skills with attention to detail and accuracy
  • Excellent customer service skills and ability to interact in a professional manner with all levels of agency personnel and a diverse public, including all those seeking social services
  • Knowledge of alpha/numeric filing systems
  • Experience in a public sector or government environment
  • Familiarity with Oracle, CORERP, or similar payroll/timekeeping systems
  • Knowledge of FMLA, disability leave, and shared leave programs
