Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Administrative Technician, Senior to assist with administrative support functions for the Gas Regulatory Compliance unit. The selected candidate will be responsible for providing regulatory documentation, coordinating audits and inspections, administrative and data management, coordinating training, and providing policy and procedure support. 

Duties include but are not limited to

 

  • Assisting in the preparation, submission, and tracking of regulatory reports to agencies like PHMSA (Pipeline and Hazardous Materials Safety Administration) or state public utility commissions.
  • Maintaining records of inspections, audits, and compliance reviews.
  • Organizing and managing regulatory filings, permits, and compliance documentation.
  • Ensuring proper retention and retrieval of documents in accordance with regulatory requirements.
  • Scheduling and coordinating audits or inspections by regulatory agencies.
  • Preparing compliance-related materials for review before audits.
  • Tracking deadlines and ensuring corrective actions from audits are documented and completed.
  • Managing databases with compliance-related information such as incident reports, operator qualifications, safety records, and pipeline integrity data.
  • Preparing reports, presentations, and spreadsheets related to compliance tracking.
  • Assisting with budget tracking for compliance-related expenses.
  • Duties may include documenting Management of Change processes.
  • Coordinating training sessions for employees on compliance topics like pipeline safety, environmental regulations, and emergency response.
  • Maintaining records of employee training and certifications required for regulatory compliance.
  • Acting as a liaison between regulatory agencies and internal teams, ensuring communication of regulatory updates.
  • Assisting in the development and distribution of compliance procedures and manuals.
  • Keeping track of regulatory changes and helping implement updates to policies accordingly.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED
  • Three years of related clerical or office support experience.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A Notary Public designation may be required for some assignments.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary (exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects), but may differ based on area of focus. The working conditions may contain environmental hazards, depending on area of focus.
