Job Description

The City of Richmond Office of Animal Care and Control is seeking a dynamic, enthusiastic, and hardworking individual to join its team as an Animal Shelter Supervisor. The incumbent will supervise assigned staff to ensure all Shelter staff are fully and correctly trained to feed, handle, and provide appropriate care for the animals at the Shelter.


Key Responsibilities:

  • Manage the day-to-day operations of the Shelter, including budget management, procurement, compliance efforts, ensuring animal health and dietary needs are met, and coordinating collaborative efforts with special interest groups and the community.
  • Conduct checks and reviews daily activity reports; conduct staff training; prepare work schedules based on staffing needs.
  • Educate the public on animal laws and basic care; attend public meetings on animal-related issues.
  • Enforce the City of Richmond and state animal codes; take appropriate enforcement actions.
  • Respond to public complaints and inquiries.
  • Update policies and procedures; prepare Freedom of Information Requests responses.

Qualifications, Special Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • Considerable knowledge of Animal Care and Control; electronic databases and related software applications such as the shelter intake system Shelterbuddy; state and local ordinances; local, federal, and state laws and policies pertaining to Animal Care and Control; policies and procedures; emergency management operations; supervisory training.
  • Demonstrated skill in understanding and appreciating animals; handling animals; reviewing animal cases; planning and implementing animal control policies; communicating with various internal and external departments; enforcing the law; providing first-line supervision in the department such as providing work direction, schedules, assignments, etc.; writing reports; working with the public; public speaking.
  • Demonstrated ability to communicate effectively; problem-solve; review the work of other employees.

Minimum Training and Experience:

  • High School Diploma or GED.
  • 5 years of shelter administration/animal control experience, including some supervisory or training.
  • An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.

Licensing, Certifications, and/or Other Special Requirements:

  • A valid Driver's License with a satisfactory driving record.
  • Acquire a valid Commonwealth of Virginia Driver's License within 30 days of hire.
