The City of Richmond Department of Public Works is currently seeking multiple highly qualified candidates to join the Division of Urban Forestry as Arborists. The incumbent will be responsible for overseeing the maintenance, inventory, and all other aspects of forestry management within the City's forestry system. The selected candidates will play a vital role in ensuring the safety and health of the city's trees, protecting against hazards and promoting proper tree care.


Responsibilities:

  • Inspecting trees throughout the city to identify and prevent existing or potential safety hazards, including diseases, infestations, weather-related damage, or other dangerous conditions.
  • Conducting inspections to ensure proper maintenance of trees.
  • Defining specific goals and objectives for the assigned department, and developing and implementing tree maintenance and safety protocols.
  • Conducting training programs related to tree care and safety.
  • Determining work assignments and schedules, supervising co-workers, and inspecting the work of assigned contractors.
  • Assisting in the preparation of associated budgets and monitoring expenditures.
  • Estimating maintenance and production levels and preparing periodic reports.
  • Coordinating special programs such as Adopt-a-Tree, storm preparedness, and Gypsy moth protection initiatives.
  • Investigating claims of damage related to trees on city property and preparing reports and findings.
  • Reviewing, modifying, and writing ordinances regarding the location, care, and maintenance of trees on city property.
  • Serving as a consultant to external agencies, city representatives, and special committees or panels, such as Tree City USA.
  • Acting as a liaison to other departments, agencies, and the general public.
  • Assessing tree-related needs and concerns from citizens, resolving complaints, and interpreting applicable City policies and procedures.
  • Ordering supplies, monitoring equipment and supplies for safety and effectiveness, and overseeing maintenance operations.
  • Generating and processing routine documents, such as letters, reports, work orders, and requisitions.
  • Performing other related duties as required.

Essential Personnel: City of Richmond Public Works employees in this position are considered essential personnel and may be required to work during declared emergencies and major weather events.


Qualifications:

  • Bachelor's degree in agriculture or botany.
  • Five (5) years of tree maintenance experience related to the assigned duties.
  • An equivalent combination of training and experience may be considered, subject to department approval.
  • International Society of Arboriculture (ISA) Arborist Certification is required prior to hire.

Licensing, Certifications, and Special Requirements:

  • A valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.
  • A valid Commonwealth of Virginia Commercial driver's license.
  • International Society of Arboriculture (ISA) Arborist Certification.

Knowledge, Skills, and Abilities: 


The Arborist should possess a combination of the following skills and knowledge:

  • Tree maintenance, pruning, and disease/infestation care.
  • Familiarity with equipment used in tree trimming and maintenance.
  • Knowledge of proper safety procedures.
  • Budgeting skills.
  • Understanding of urban forestry principles.
  • Strong customer service orientation.
  • Ability to present information effectively to citizens and neighborhood groups.
  • Organizational and planning skills.
  • Proficiency in operating related equipment such as chain saws and stump grinders.
  • Supervisory skills to manage employees effectively and ensure a safe working environment for the team.
