The City of Richmond Department of Public Works is actively seeking highly qualified candidates for the position of Assistant City Transportation Engineer in the Transportation Engineering Division. This role holds significant responsibility for implementing innovative traffic safety policies and approaches aimed at eradicating fatalities and severe injuries resulting from traffic-related incidents on City streets. Your work in this role will directly contribute to saving lives.


Responsibilities:

  • Providing daily oversight to a segment of the City's transportation engineering and administrative services.
  • Overseeing a portion of the long-range transportation safety and mobility initiatives for the City's diverse public street users across all age groups and abilities.
  • Making interpretive engineering decisions to execute transportation safety and access goals established by policy and the City Transportation Engineer, utilizing available technology and resources.
  • Ensuring compliance with rules, regulations, project deadlines, and allocated budgets.
  • Supervising professional, paraprofessional, and support staff, including performance evaluations, training coordination, and overseeing hiring, discipline, and termination procedures.
  • Responding to service requests from citizens, business owners, neighborhood associations, and city agencies concerning traffic safety concerns.
  • Conducting engineering studies and collaborating with stakeholders (public, fire & police departments) to address service requests.
  • Collecting, reviewing, and analyzing crash, operational, and geometric data to formulate transportation engineering solutions for operational and safety enhancements.
  • Implementing systemic and traditional safety measures to reduce crashes on city streets using various services.
  • Managing project design and implementation during preliminary engineering and construction phases as required.
  • Reviewing concept drawings, sketches, and cost estimates.
  • Preparing reports, presentations, and engaging with various organizations, neighborhoods, and City Council to discuss traffic safety concerns and improvements.
  • Attending and participating in public meetings regarding proposed traffic projects, delivering presentations and recommendations based on technical and non-technical findings.
  • Performing other related duties as assigned.

Essential Qualifications, Certifications, and Licenses:


Knowledge, Skills, and Abilities:

  • In-depth knowledge of federal, state, and local laws and regulations pertaining to traffic engineering/transportation practices.
  • Proficiency in Geographic Information Systems (GIS) and AutoCAD; familiarity with electrical systems.
  • Understanding of proper safety protocols.
  • Familiarity and knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
  • Proficient in Microsoft Office Suite (e.g., Word, Excel, and Outlook).
  • Skillful in conducting transportation studies/investigations, reading and interpreting GIS and AutoCAD plans, contract administration, project management, and reviewing technical plans and designs.
  • Proficiency in traffic data collection and statistical analysis.
  • Strong oral and written communication skills.

Minimum Training and Experience:

  • Bachelor's Degree in transportation engineering.
  • Six years of professional engineering and/or construction/project management experience.
  • Two years of supervisory experience.
  • An equivalent combination of training and experience approved by the department may be considered.

Licensing, Certifications, and/or Special Requirements:

  • Valid driver's license with a satisfactory driving record.
  • Valid Commonwealth of Virginia driver's license within 30 days of hire.
  • Professional Engineering (PE) Registration.
  • May require certification in engineering-related specialties.

Preferred Training and Experience:

  • M.S or higher in Engineering and eight years of engineering experience.
  • Equivalent combination of training and experience as approved by the department.
