Duties include but are not limited to:
- Providing daily oversight to a portion of the City's transportation engineering and administrative services, and oversees a portion of the long range transportation safety and mobility of the City's public street users of all ages and abilities.
- Making interpretive engineering decisions on behalf of the Department regarding the means for executing the transportation safety and access goals established by policy and the City Transportation Engineer by utilizing available technology and resources.
- Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed.
- Ensuring compliance with rules, regulations, project deadlines, and allocated budgets; performing inspections to ensure contract compliance and adherence to rules and regulations;
- Preparing RFQ and RFP documents, contracts, and purchase agreements.
- Supervising professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
- Responding to requests for service from citizens, business owners, neighborhood associations, and city agencies on traffic safety concerns
- Conducting engineering studies and collaborating with other stakeholders (public, fire & police departments) to resolve service requests
- Collecting, reviewing, and analyzing crash data, operational data and geometric data and formulate transportation engineering solutions through traffic regulations for operational and safety improvements
- Deploying systemic and traditional safety countermeasures to reduce crashes on city streets via city forces, and consultant and contractor services
- Managing the project design and implementation during the preliminary engineering and construction phases as necessary
- Reviewing concept drawings, sketches, and cost estimates
- Preparing reports, presentations and meet with various organizations, neighborhoods and City Council to discuss traffic safety concerns and safety improvements
- Attending and participating in public meetings regarding proposed traffic projects delivering presentations and recommendations on technical and non-technical findings Performing other related duties as assigned
City of Richmond Department of Public Works employees who perform duties in this class are considered essential employees and may be required to work during times of emergencies, natural disasters, and inclement weather.
Qualifications, Special Certifications and Licenses:
- Knowledge of federal, state, and local laws and regulations regarding traffic engineering/transportation practices.
- Knowledge of Geographic Information Systems (GIS) and AutoCAD.
- Knowledge of electrical systems. Understanding of proper safety procedures.
- Familiarity and knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
- Computer proficiency in Microsoft Office Suite (e.g. Word, Excel, and Outlook).
- Skill in conducting transportation studies/investigations. Reading and interpreting GIS and AutoCAD plans.
- Skill in contract administration, preparing work orders, project management, and reviewing technical plans and designs.
- Skill in traffic data collection and statistical analysis. Effective skill in oral and written communication.
Training and Experience:
- Bachelor's Degree in transportation engineering
- Six years of professional engineering and/or construction/project management experience
- Two years of supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Licenses and Certifications:
- Requires a valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire
- Professional Engineering (PE) Registration May require certification in engineering-related specialties PREFERRED TRAINING AND EXPERIENCE: M.S or higher in Engineering and eight years of engineering experience.
- An equivalent combination of training and experience as approved by the department may be used to meet the minimum qualifications
- Knowledge and ability in the application of MUTCD regulations, NACTO / AASHTO standards, Virginia Department of Transportation (VDOT) Road & Design Manual (or similar state specifications manual), and recommended practices of the Institute of Transportation Engineers
