The City of Richmond Department of Public Works is actively seeking highly qualified candidates to fill the position of Assistant City Transportation Engineer in the Transportation Engineering Division. This role entails implementing innovative traffic safety policies and approaches to eliminate fatalities and serious injuries caused by traffic-related crashes on City streets. Duties and Responsibilities:
The Assistant City Transportation Engineer will be responsible for, but not limited to:
- Providing daily oversight to a designated portion of the City's transportation engineering and administrative services
- Overseeing a portion of the long-range transportation safety and mobility initiatives for the City's public street users of all ages and abilities
- Making interpretive engineering decisions on behalf of the Department to execute transportation safety and access goals as set by policy and the City Transportation Engineer, utilizing available technology and resources
- Ensuring compliance with rules, regulations, project deadlines, and allocated budgets
- Conducting inspections to verify contract compliance and adherence to rules and regulations
- Preparing RFQ and RFP documents, contracts, and purchase agreements
- Supervising professional, paraprofessional, and support staff, including conducting performance evaluations, coordinating training, and managing hiring, discipline, and termination procedures
- Responding to service requests from citizens, business owners, neighborhood associations, and city agencies regarding traffic safety concerns
- Conducting engineering studies and collaborating with stakeholders (public, fire & police departments) to address service requests
- Collecting, reviewing, and analyzing crash data, operational data, and geometric data to formulate transportation engineering solutions for operational and safety improvements
- Implementing systemic and traditional safety countermeasures to reduce crashes on city streets, including city forces, consultant, and contractor services
- Managing project design and implementation during the preliminary engineering and construction phases when necessary
- Reviewing concept drawings, sketches, and cost estimates
- Preparing reports, presentations, and engaging with various organizations, neighborhoods, and City Council to discuss traffic safety concerns and safety improvements
- Attending and participating in public meetings regarding proposed traffic projects, delivering presentations, and offering recommendations on technical and non-technical findings
- Performing other related duties as assigned.
Note: City of Richmond Department of Public Works employees in this position are considered essential and may be required to work during emergencies, natural disasters, and inclement weather.
Qualifications, Special Certifications, and Licenses:
- Knowledge of federal, state, and local laws and regulations related to traffic engineering and transportation practices
- Proficiency in Geographic Information Systems (GIS) and AutoCAD
- Knowledge of electrical systems
- Understanding of proper safety procedures
- Familiarity with the Manual on Uniform Traffic Control Devices (MUTCD)
- Computer proficiency in Microsoft Office Suite (e.g., Word, Excel, and Outlook)
- Skill in conducting transportation studies and investigations
- Ability to read and interpret GIS and AutoCAD plans
- Skill in contract administration, preparing work orders, project management, and reviewing technical plans and designs
- Skill in traffic data collection and statistical analysis
- Effective oral and written communication skills.
Minimum Training and Experience:
- Bachelor's Degree in transportation engineering
- Six years of professional engineering and/or construction/project management experience
- Two years of supervisory experience
- An equivalent combination of training and experience (subject to department approval) may be considered to meet the minimum qualifications of this position.
Licensing, Certifications, and/or Other Special Requirements:
- Requires a valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire
- Professional Engineering (PE) Registration
- May require certification in engineering-related specialties.
Preferred Training and Experience:
- M.S or higher in Engineering and eight years of engineering experience
- An equivalent combination of training and experience as approved by the department may be used to meet the minimum qualifications
- Knowledge and ability in the application of MUTCD regulations, NACTO/AASHTO standards, Virginia Department of Transportation (VDOT) Road & Design Manual (or similar state specifications manual), and recommended practices of the Institute of Transportation Engineers.
