Description
The Department of Procurement Services is growing. We are searching for highly qualified candidates for the position of Business Relationship Manager. The incumbent will join a team that has earned the prestigious Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute and continues to implement best practices that will have a major positive impact on the City of Richmond and the improvement of the department. The Business Relationship Manager (BRM) plays a critical role in building and nurturing trusted relationships with both internal stakeholders and external partners, including vendors, agencies, and cross-functional teams. This individual will lead strategic outreach efforts to understand evolving business needs, identify opportunities for innovation, and ensure alignment between services and organizational goals. The BRM will also oversee an Outreach Program Coordinator responsible for supporting engagement and collaboration efforts. Through proactive relationship management, clear communication, and a focus on value creation, the BRM drives the successful execution of initiatives, strengthens partnerships, and supports the long-term success of the organization. Duties include but are not limited to
- Understanding the needs of internal customers, monitoring customer satisfaction, and training within the department
- Understanding the needs of external vendors, monitoring vendor satisfaction and training within the department
- Managing stakeholders relationships and escalations through an established process;
- Ensuring customers’ priorities are in alignment with desired outcomes, are effectively established, and articulated
- Managing multiple projects and providing status updates to stakeholders
- Ensuring conflicting stakeholder requirements are mediated appropriately
- Leading and participating in various process improvement teams within the team to streamline functions
- Communicating with all levels of management
- Problem-solving skills and strategic planner
- Supervising, developing, and training team of Project Analysts
- Technical writing skills
- Understanding contracting policy and compliance with Virginia and City of Richmond laws, regulations, and goals
- Serving as an expert in the assessment (including technological and operational) and improvement of operational effectiveness.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of strategies to build customer support for and engagement with the City departments and agencies.
- Effectively bridges the department with the internal and external customers.
- Demonstrates skills in maintaining professional relationships, collaborating with others, and providing customer service.
- Focuses on attention to detail, high ability to multi-task, analyze and guide the acquisition of requirements and contractor capabilities.
- Effectively interacts with, coordinates, and resolves problems with personnel from varied backgrounds and organizations.
- Develops tactics and implements strategies for team building and teamwork.

- Possess situational awareness skills and plans well ahead of time.
- Understands and uses project management skills and schedule to ensure deliverable are made on time with a high level of quality.

MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business administration, finance, or directly related field
- Seven years of professional experience with business development and customer service management preferably in the public sector
- Supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
LICENSING, CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:
- Current Certified Public Procurement Officer (CPPO) or Certified Purchasing Manager (CPM) certification is preferred
PREFERRED TRAINING AND EXPERIENCE:
- Customer service and support
- Oral and written communication
- Communicating and coordinating with various internal and external departments
- Conducting, attending, and participating in various meetings; providing input as needed
- Creating and implementing policies and standard operating procedures
- Gathering and interpreting data routinely
- Technical writing skills and experience
- Knowledge and understanding of the government Request for Proposal and Invitation for Bid Process
- Knowledge and understanding of the administration and management of contracts
- Knowledge and understanding of project management, data and reports
- Supervising, including conducting performance evaluations, mentoring, etc. Understanding a program's intent and application
- Coaching and mentoring employees
- Reviewing, preparing, and submitting reports
