The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Business Systems Analyst in the Division of Administration and Finance. The incumbent will play a crucial role in supporting the agency in the administration of its case management/payment software application.
Key Responsibilities:
- Serving as a department liaison with the case management/payment software application vendor - Wellsky, Social Services, Information Technology, Finance, Procurement, and Audit departments on system-related issues.
- Coordinating with Wellsky, Information Technology, and state agencies to resolve support issues, oversee migration planning/execution, and the development of application enhancements.
- Coordinating with Information Technology for routine database maintenance tasks (backups, archival, indexing, etc.).
- Developing and maintaining business analysis processes and project management processes and documentation.
- Supporting the Professional Development Unit (PDU) with end-user training.
- Working closely with end-users to assist users in the development of test plans, test cases, and test scenarios, manage and coordinate end-user testing.
- Creating business case documents for review by Information Technology.
- Evaluating alternative solutions and recommending efficient cost-effective solutions and process improvements for business needs.
- Working collaboratively to identify, assess, and document business processes, process flows, and desired end results.
- Knowledge of the area of focus such as SQL reporting and the creation of business analysis and design.
- Performing other related duties as assigned.

Knowledge, Skills, and Abilities:
- Considerable knowledge of the area of focus such as financial reporting, fixed assets, payroll, information technology database, revenue reporting, etc.
- Proficiency in multiple reporting platforms such as revenue and financial reporting modules.
- Expertise in process improvement and project management.
- Familiarity with software testing methodologies.
- Demonstrated skills in analyzing and interpreting data in the area of focus to identify current processes and deficiencies.
- Proficiency in creating reports and maintaining systems or databases.
- Ability to manage assigned projects in the area of focus, including project feasibility, timelines, scope, process efficiency, and resources.
- Skill in preparing reports for individuals in the area of interest.
- Proficiency in testing updates for databases and software within the area of focus.

Qualifications:
Minimum Training and Experience:
- Bachelor's Degree in information technology, accounting, business, or a related field.
- One (1) year of business systems analysis experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Preferred Training and Experience:
- Bachelor’s Degree in Information Technology.
- Five (5) years of business systems analysis experience.
- CBAP (Certified Business Analysis Professional).
- PMP (Project Management Professional).
- Lean Six Sigma – Green Belt.
- ITIL Foundation (v4).
Licensing, Certifications, and/or Other Special Requirements:
