Description
The City of Richmond Police Department is seeking qualified, self-directed and detail-oriented candidates for the position of Capital City Intelligence Center Analyst. In addition to fulfilling the roles and responsibilities of a CCIC Analyst, this position will perform tasks that further assist the CCIC Manager with enhancing and coordinating CCIC operations. This position involves the monitoring of various camera systems to detect criminal or suspicious activity, processing analytical queries simultaneously with events, and relaying key information to responding police officers via radio. CCIC personnel are trusted to collect relevant information and make timely decisions while working in a multifaceted technology driven environment. Work includes monitoring, operating, and interpreting multiple interactive software systems, examining relevant videos, and uploading video to evidence repositories. Additional work includes reviewing archived camera feeds, license plate data and other digital evidence to assist detectives in solving crimes.

Maintain confidentiality and security of highly sensitive information and other records.
Duties include but are not limited to
- Administer the operation and integration of computer systems combining live camera feeds, computer-aided dispatch, and the police radio system.
- Provide real-time situational awareness to responding units during ongoing incidents by monitoring camera systems.
- Offer detailed situational updates, including the tracking of evolving scenarios, identification and location of potential suspects and suspect vehicles, pursuit of fleeing suspects, and requesting additional resources as needed.
- Recognize and report activities or behaviors requiring police intervention, such as ongoing criminal acts, crowd monitoring, and traffic accidents.
- Review stored camera feeds, license plate data, and digital evidence to aid law enforcement in criminal investigations.
- Offer expert testimony in court proceedings to validate and authenticate video footage as required.
- Maintain accurate operational records on a daily, weekly, or monthly basis.
- Collect, analyze, and interpret data to generate comprehensive reports.
- Communicate effectively with field officers via two-way radios, providing assistance as necessary.
- Respond promptly to requests for video evidence during and after critical incidents, as well as post-incident investigations.
- Fulfill additional duties as assigned, adapting to current workload and departmental requirements.
- Demonstrate consistent attendance and punctuality.
- Perform tasks delegated by the Capital City Intelligence Center Supervisor as needed.
- Assist CCIC Manager with monitoring daily CCIC operations.
- Assist CCIC Manager with managing time and attendance.
- Serve as the CCIC Manager's designee, as needed.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of Microsoft Office Suite (Word, Excel, Access, PowerPoint, etc.); ideas and techniques such as LexisNexis AVCC, ACA Workstation, etc.; in mapping, crime analysis, investigative analysis, and intelligence analysis; in Administrative Crime Analysis; statistical analysis. Demonstrated skills assisting sworn personnel in the reduction and prevention of crime and the apprehension of criminals; communicating with various internal and external departments; compiling and analyzing crime patterns and trends; conducting statistical analyses such as data mining; developing methodology; ensuring the free flow of information between and among investigators and the law enforcement community; preparing reports and analyses for command staff, officers, detectives, etc.; providing support functions for law enforcement activates and staff; communication in writing and visually e.g. PowerPoint; GIS mapping dashboards and story maps. utilizing crime bulletins. Demonstrated ability to analyze information; prioritize; organize; follow standard procedures and established practices to resolve problems.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in forensic science, criminal justice, police science, law enforcement, or a related field
- Two years of related experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED CANDIDATE :
- Experience in a law enforcement setting.
- Public speaking
- Supervisory experience
- Experience in a real-time crime center
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- A valid Driver's License with a satisfactory driving record
- Acquisition of a valid Commonwealth of Virginia Driver's License within 30 days of hire.
- 28CFR23 and VCIN/NCIC certifications may be obtained once working in the unit.
- Specific areas of focus may have additional requirements
