Position:
This position reports to the Deputy Chief Administrative Officer (DCAO) for the operations portfolio. The DCAO office provides strategic oversight of the operations portfolio (Departments of Public Works, Public Utilities, Office of Animal Care and Control and Facilities Capital Project and Maintenance) including citywide capital projects and special projects and reports to the Chief Administrative Officer.

Duties include but are not limited to:
- Provides professional construction management coordination and planning for a variety of public works, public utilities, and capital construction projects in the operations portfolio.
- Provides training and evaluation of managerial and technical staff for large and complex citywide projects and coordinates highly visible and politically sensitive projects.
- Manages select high profile projects, manages the city’s construction project management system (experience with e-Builder construction project management information solution for capital projects required), work processes or work plans based on complex data.
- Compiles, verifies, and assembles complex information for others.
- Provides guidance and support related to complex technical projects and studies and recommends implementation methods and solutions.
- Provides customer service and problem resolution for complex issues.
- Serves as key point of contact/liaison with internal/external departments or agencies.
- Meets with city department leaders, project coordinators such as consulting engineers, City representatives, and contractors; determines projected needs/use levels according to established models.
- Attends departmental, progress, and other meetings.
- Attends meetings related to project construction, prepares periodic and special reports, attends public meetings as listener and presenter, and assists in annual CIP budget.
Qualifications, Special Certifications and Licenses:
This position requires an extensive knowledge of municipal construction management practices, planning, cost estimating, construction methods, materials, equipment, procedures, objectives, and standard practices of municipal facilities, works, and utilities. Knowledge of Federal, state, county, City, tribal, and other applicable statutes, agreements, standards, and codes for assigned construction management functions, and considerable knowledge of governmental budgeting and administrative practices and procedures. Requires skills in municipal administration, project management, and budget procedures; Federal law (OSHA), state regulations and City policies regarding safety training and safe work practices. Must possess the ability to communicate effectively, both orally and in writing to groups, as well as individuals.

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers. The employee is frequently required to stand, walk, and feel; and the employee is occasionally required to climb, balance, stoop, kneel, crouch, and reach extending hands and arms in any direction, push, pull, or lift. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
