Description
The Department of Public Utilities, Engineering Services Division- Stormwater Capital Improvement team is seeking a qualified candidate to fill the position of Capital Projects Manager, Senior. This position will be responsible for management of multiple capital projects within the municipal separate storm sewer system and combined sewer system in compliance with all rules and regulations applicable to stormwater quality and quantity.
Under the general direction of the Capital Improvement Program Manager, the Capital Projects Manager Senior requires extensive project and construction management experience as well as working knowledge of planning, design, engineering and construction for storm water and wastewater infrastructure and green infrastructure innovations. The selected candidate will manage the delivery of grey and green stormwater infrastructure capital projects through design, procurement, and construction phases by overseeing consultants, and coordinating with other managing agencies as necessary.
Duties include but are not limited to
- Managing work assignments, project scheduling and budgeting as well as ensuring coordination of project standards and procedures;
- Reviewing design plans and construction installation schedules;
- Attending construction planning and progress meetings and capturing meeting minutes;
- Ensuring all aspects of assigned projects are in compliance with federal, state and local regulations and are completed in a timely manner within established budgetary constraints;
- Developing preliminary designs and cost estimates;
- Attending public hearings to present information and answer relevant questions;
- Overseeing design consultant contracts through all phases of the design development process. Responsible to ensure:
- project costs remain within the project allocation;
- project scope is clearly defined to facilitate competitive procurement;
- project schedule is maintained;
- project design is functional and cost efficient;
- Coordinating construction documents review and approval through the City's site review process;
- Coordinating the acquisition of easements and right-of-ways as required during construction;
- Ensuring that project changes remain within the original scope, time and limits of appropriated funds to include: a) reviewing and approving change orders; and b) reviewing and approving project invoices prior to payment;
- Preparing Requests for Proposals (RFPs), bid documents and contract/purchase orders;
- Overseeing tabulation of bids, recommendations of contract awards and authorizes notices to proceed;
- Interfacing with other City Departments and adjacent property owners to expedite timely completion of capital projects;
- Coordinating preparation of annual CIP budget submittals;
- Preparing periodic and special reports.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in business administration, engineering architecture, construction management, or directly related field
- Six years of professional engineering or construction/project management experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
- Eight (8) years direct project management; construction management experience
- Prior experience working with a utility or municipality
- Prior knowledge of grey and green stormwater infrastructure practices
- Excellent communication and organizational skills.
- Prior knowledge and experience of combined and separate storm sewer systems
- Prior experience reading and interpreting engineering design concepts and civil plans based on local, state, and federal regulations
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a Professional Engineering (PE) Registration or licensure as an Architect in the Commonwealth of Virginia
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire

The employee is frequently required to stand, walk, and feel; and the employee is occasionally required to climb, balance, stoop, kneel, crouch, and reach extending hands and arms in any direction, push, pull, or lift. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
