Description

 

The Office of Community Wealth Building (OCWB) is seeking a data-informed, equity-minded professional to serve as the Data and Quality Specialist. This role is critical to Richmond’s broader poverty reduction and economic mobility strategy, as defined in the Richmond City Code §2-742, as it integrates responsibilities from quality control, performance evaluation, and data-driven reporting.
 
 The incumbent will manage data integrity, facilitate cross-agency performance reporting, and guide program teams in data use for continuous quality improvement. This position is essential to advancing quality assurance across internal operations and external partnerships, while also serving as the backbone for the office’s data infrastructure, transparency efforts, and collaborative reporting practices. The ideal candidate is a connector—translating between data, insight, and action—and will help the City honor its commitment to people-centered empowerment, policy resilience, and inclusive wealth-building ecosystems.

 

Duties include but are not limited to

 

  • Oversee OCWB’s CRM/data system (currently MyOneFlow) and maintain its integrity as a centralized platform for strategic metrics
  • Conduct regular audits of program and resident-level data (e.g., job placement, wealth-building service participation, training completion)
  • Improve protocols for accurate, consistent, and equitable data input across staff and contracted partners
  • Lead the production of performance reports tied to strategic indicators (e.g., income percentile gains, youth engagement, racial wealth equity, etc.)
  • Create dashboards, GIS visualizations, reports, and outcome snapshots for internal, public, and community use
  • Align reports with OCWB strategic pillars, including community-informed metrics, poverty dashboards, and equity-based indicators
  • Train OCWB staff and city stakeholders to interpret, enter, and use data to implement program design and improvement
  • Support participatory approaches to data collection and storytelling, including dignity-centered impact narratives
  • Collaborate with outreach staff to track how community voice is reflected in OCWB program design, reporting, and feedback loops
  • Coordinate with other City departments (e.g., DHCD, OMBD, ONCS, DED, OOS, etc.) to integrate shared performance data particularly related to efforts impacting the poverty reduction goals of the city
  • Analyze public data (Census, BLS, housing trends, etc.) to support grant applications and equity recommendations
  • Inform citywide collective impact efforts, ensuring alignment between program data and structural policy shifts
  • Use real-time and longitudinal data to support and recommend iterative improvements in OCWB programming to enhance efficiencies
  • Participate in developing readiness scoring systems (e.g., job-ready scale, wealth-building profile completion rates) and evaluation tools to assess program quality
  • Contribute to strategy refinement and policy feedback rooted in lived experience and community-centered analysis
  • Lead quality control measures and ensure contract and performance compliance among internal staff and subrecipients
  • Conduct site visits and performance monitoring for community partners and funded entities.
  • Facilitate regular internal and external audits and implement improvements to meet funding and operational standards
  • Develop and enforce consistent quality improvement protocols across all service areas
  • Drafts correspondence pertaining to routine inquiries for senior leadership
  • Prepares and maintains reports, documents, presentations, and databases as needed by senior leadership, including, but not limited to, contributions to the annual impact report, grant applications, etc.
  • Additional duties as assigned such as coordinating on special projects and serving as a back-up for various strategic planning efforts.

 

Qualifications, Special Certifications and Licenses

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

The incumbent will have knowledge or some combination of knowledge of computer programs including Microsoft Office Suite, electronic databases and related software applications in area of focus, and strong research practices and proceduresThe incumbent will have demonstrated or some combination of skill in analyzing and aggregating data, developing and analyzing and interpreting manuals and operating procedures, assisting with special projects and programs and developing associated recommendations and reports, communicating with various internal and external departments effectively, communicating results of analyses and recommendations professionally and effectively with senior management and peers, conducting basic analyses, and providing high level customer with effective written and verbal communication skills. 

 

The incumbent will be able or some combination to analyze information, multi-task, organize, plan, and prioritize work and manage multiple projects and tasks effectivelyDemonstrated abilities to research information; think critically to solve problems; work independently; pay attention to detail; work efficiently in a fast-paced environment and to multi-task. 

 
Strategic Alignment:

 

This role directly supports the implementation of the OCWB Strategic Vision 2030 and the City’s poverty reduction agenda by:

  • Producing data-informed insights that guide policy and program decisions
  • Ensuring transparency and accountability to both internal and external stakeholders
  • Supporting participatory governance, where residents lived experiences inform how the city tracks progress and allocates resources
  • Strengthening OCWB’s ability to deliver on key performance indicators such as racial wealth equity, job readiness scores, and program satisfaction metrics.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in public administration, Business, Data Science, Urban Studies, or a related field. (An equivalent combination of education and experience may be considered.)
  • Minimum 2 years managing data systems or leading QA/QC in a public, nonprofit, or human services setting.
  • Demonstrated experience analyzing data and using findings to inform policy or practice.
  • Supervisory or team leadership experience preferred.
  • Demonstrated professional or personal experience analyzing and interpreting data.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • None required

PREFERRED TRAINING AND EXPERIENCE:

  • Experience with CRM systems (e.g., MyOneFlow, Salesforce).
  • Familiarity with quality improvement frameworks (e.g., PDSA, Results-Based Accountability)
  • Cultural humility and experience working in equity-centered or community-led initiatives.
  • Strong proficiency in Excel, PowerBI, GIS platforms, or statistical tools (e.g., R, SQL)
  • Demonstrated experience designing dashboards, performing audits, and aligning data with performance outcomes
  • Knowledge of quality improvement frameworks (e.g., PDSA, Results-Based Accountability, etc.)
  • Cultural humility and experience working in equity-centered, community-led environments
