Description
The Human Resources Department’s mission is to support our customers in accomplishing their missions by attracting and retaining a highly skilled and diversified workforce that is compensated and rewarded for its effort in an equitable, safe and responsible work environment.
Our mission is accomplished within existing resources, in an environment of change, with integrity, and in a manner that is consistent with the City’s policies, Code of Ethics, merit system principles, and federal and state laws. We are responsible for recruitment and testing, classification and compensation, training, benefits administration, and workforce relations.
The Department Business Manager (DBM) is responsible for the day-to-day fiscal and business operations of the Human Resources Department, with primary emphasis on budget administration, accounts payable, billing reconciliation, contract and guarantee tracking, and financial compliance.
This position serves as the departmental fiscal lead and acts as a liaison to the Budget Department, Finance, Procurement, and Risk Management, ensuring that the department’s financial activities align with approved budgets, City policies, and regulatory requirements. The DBM reports directly to the Department Director and provides operational fiscal support to enable informed leadership decisions and perform other duties as assigned.
Duties include but are not limited to
Departmental Budget & Financial Administration – 40%
- Manages the approved Department operating, enterprise, and grant budgets in coordination with the Budget Department.
- Tracks expenditures, encumbrances, and budget balances; identifies variances and prepares reconciliations.
- Prepares departmental budget submissions, justifications, and forecasts for review by the Department Director.
- Oversees accounts payable, invoice review, billing reconciliation, and financial coding accuracy.
- Ensures timely and accurate financial reporting in accordance with City standards.
Contracts, Guarantees & Compliance Oversight – 25%
- Administers departmental contracts, guarantees, and service agreements from a fiscal and compliance perspective.
- Reviews invoices for contractual compliance; coordinates corrections with vendors, Procurement, and Finance.
- Tracks contract balances, encumbrances, and funding sources.
- Monitors grants and externally funded programs to ensure compliance with reporting and reimbursement requirements.
Operational & Executive Support – 15%
- Provides financial data, reports, and analysis to support department leadership planning and operational decisions.
- Prepares operational status reports, fiscal summaries, and audit support documentation.
- Identifies fiscal risks and process gaps and recommends corrective actions.
- Supports internal controls, audits, and compliance reviews related to the department’s financial operations.
Coordination & Liaison Responsibilities – 10%
- Serves as the department’s primary fiscal point of contact with the Budget Department, ensuring alignment with Citywide budget policies and timelines.
- Coordinates with Finance, Procurement, and Risk Management on fiscal, contractual, and compliance matters.
- Maintains effective working relationships to support timely resolution of issues.
Supervision & Resource Management (As Assigned) – 10%
- May supervise administrative or professional staff performing fiscal or operational functions.
- Provides guidance, training, and performance feedback as assigned.

Qualifications, Special Certifications and Licenses
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of governmental budgeting and accounting practices
- Understanding of contracts, grants, and compliance requirements
- Ability to reconcile accounts and resolve discrepancies
- Knowledge of City, state, and federal policies governing public sector operations
REQUIRED MINIMUM QUALIFICATIONS
- Three (3) years of experience in budget administration, finance, accounting, contracts, or management analysis, including one (1) year of supervisory or lead experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
