Description
The City of Richmond is seeking a qualified candidate to serve at the executive level as the Deputy Chief Administrative Officer (DCAO) for the Finance and Administration Portfolio. Under the direction of the Chief Administrative Officer, the successful candidate will provide strategic direction and management oversight to the departments of Budget and Strategic Planning, Finance, Human Resources, Information Technology and Procurement to ensure implementation of goals, policies, and performance standards. The Deputy Chief Administrative Officer will apply advanced management principles, exercise visionary thinking, control and supervision of multiple assigned functions, departments, and resources in support of the CAO and City goals and directives.
Duties include but are not limited to
- Directs planning, coordination and evaluation of City administrative operations and policies to promote innovation, coordination, effective services delivery and the efficient use of resources;
- Provides assistance to the CAO by planning, controlling, coordinating and monitoring all activities and programs for the Departments of Budget and Strategic Planning, Finance, Human Resources, Information Technology and Procurement;
- Serves as a member of the CAO's leadership team assisting with planning and decision-making;
- Collaborates with the CAO and the Mayor in developing and facilitation of strategic plans;
- Oversees implementation of strategic plans, initiatives and directives as it relates to various functions of the Finance and Administration portfolio and associated programs and activities;
- Oversees long-range special projects and plans; serves as liaison to the CAO for these projects;
- Oversees citywide financial reporting and compliance matters to ensure the accurate and timely completion of the annual Comprehensive Annual Financial Report (CAFR)
- Contributes to the development of the City’s Annual Operating and Capital Budget and related policies;
- Advises the CAO on financial matters and compliance requirements of the portfolio.
- Staffs committees and initiatives as assigned by the CAO;
- Develops and implements goals, objectives, policies, procedures and performance standards for portfolio departments;
- Prepares and submits written and oral reports to the Mayor, Chief Administrative Officer, City Council, Special Boards, citizen groups, the general public and the media. Interfaces with the Mayor, City Council, CAO and other department heads to implement, integrate and coordinate programs and policies;
- Represents the interests of the City to outside groups, organizations and regulatory agencies at the state and federal levels; and
- Reviews, evaluates and recommends best practices in the areas of financial management, efficient operations, customer service, bench marking, performance management, staff development and accountability.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive (10 years or more) knowledge of the components within the assigned Finance and Administration area gained through functioning at an administrator/executive level over the major components. Considerable knowledge of concepts of planning and processes for local government. Considerable knowledge developing (building) and administering an organizational budget. Considerable knowledge of local, state and federal laws and policies related to departments in the portfolio. Considerable knowledge of financial management and reporting requirements of local governments in Virginia. Considerable knowledge of drafting and implementing policies and standard operating procedures. Considerable knowledge of Budget development and analysis. Skilled in building collaborative partnerships. Skilled in analyzing problems, identifying and implementing solutions. Skilled in providing leadership and overseeing all aspects of a program or project to completion. Skilled in strategic planning and enhancing employee engagement. Skilled in interpersonal communication, both oral and written. Demonstrated ability to think critically and prioritize time sensitive projects to ensure continuity of service and programs. Ability to create and implement a shared vision. Extensive experience in planning, developing and administering budgets, providing oversight of programs and making strategic fiscally-sound financial decisions. Some experience professionally representing a department and organization before a governing body or board.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in the area of public administration, business administration, information technology, and/or accounting.
- Master's Degree is preferred.
- Ten years of progressively responsible experience that includes significant management and supervisory experience in at least two of the portfolio functional areas with a minimum of five (5) years local government level experience preferred.
- An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification.

Other position detail:
- In accordance with the City Code Sec. 2-1204. - Residency of certain officers and employees. Any person employed or appointed on a full-time basis to fill any position subject to the residence requirements of this section shall establish a principal residence within the City not later than 12 months after commencing work in such position.
- This position is unclassified and works at the will of the appointing authority.
