Description

 

The Department of Procurement Services (DPS) is seeking a dynamic, results-driven Deputy Director to lead, manage and improve the operations of DPS.  The Deputy Director will execute key initiatives that drive the department’s strategic vision and long-term objectives. This is a unique opportunity to take on complex and multi-faceted projects, manage a growing and diverse team, and make impactful decisions that will shape the future of procurement operations for the City of Richmond. The Deputy Director will collaborate closely with the Department Director to define the overall strategy, provide strong leadership and management oversight to the procurement team, and ensure the effective implementation of City leadership’s goals and policies.

In this role, you will oversee critical areas such as training and professional development, supplier guidance on navigating City procurement processes, Procurement Card program compliance and expansion, and the development of outreach initiatives to foster growth within the Richmond contracting community. You will also lead a talented team, ensuring alignment with organizational goals while driving continuous process improvements throughout the department. Additionally, you will work closely with City leadership and other departments to promote collaboration, enhance procurement efficiency, and ensure compliance with all regulatory standards.

This is an at-will UNCLASSIFIED position and serves at the discretion of the Appointing Authority.

  • Department Processes:  Budget management, operational efficiency and process improvement, audit and compliance outcomes, and technology integration.
  • Team Development:  Human resource business relationship management for employee engagement, hiring, retention, and training and development programs.
  • City Initiatives:  Stakeholder engagement, management, and support.
  • Supplier Engagement:  Supplier performance and compliance, supplier innovation and relationship management, and supplier diversity. 
  • Business outreach:  Collaboration with business organizations, municipalities, and business to maximize and deepen the City contracting base.
  • P-Card Program:  Program growth, efficiency, and compliance management.
  • Freedom of Information Act (FOIA):  Public information requests compliance.

 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge includes budget analysis, community relations, proficiency in software such as Oracle ERP, Microsoft Office Suite, and department-specific software. The candidate should also be familiar with city code, government administration processes, finance, budgeting practices, policy development, and project management. A strong understanding of the organizational structure and specific standards within the focus area is essential.  

Skills include the ability to coach and mentor employees, communicate effectively with internal and external departments, conduct in-depth research, and maintain strong working relationships. The Deputy Director should be skilled in managing teams, data analysis, and coordinating departmental operations. Additional skills include preparing and reviewing reports, providing strategic oversight, responding to public inquiries, and stepping in as Director in their absence. The candidate must demonstrate the ability to work collaboratively across departments, exhibit strong oral and written communication, and apply new knowledge effectively. 

Abilities include adaptability, the capacity to anticipate future needs, balance conflicting priorities, make key decisions, and problem-solve. Self-management and teamwork are also critical components of success in this role.


MINIMUM TRAINING AND EXPERIENCE:

  • A proven track record of leadership in a government or public sector environment.
  • Extensive experience in managing teams and large-scale programs, including budget oversight and compliance.
  • Strong strategic vision with the ability to drive change, improve operational processes, and develop solutions to complex problems.
  • Excellent communication, interpersonal, and decision-making skills.
  • A Bachelor's degree in Public Administration, Business Administration, or a related field.
  • At least 7-10 years of experience in procurement, operations management, or a related field, with at least 5 years in a leadership role.
