Description

 

The Department of Finance supports the City’s mission by ensuring fiscal integrity, transparency, and accountability in all financial operations. The Deputy Director of Finance – Financial Technology & Data Analytics provides executive-level leadership in the modernization and integration of the City’s financial operations. Reporting directly to the Director of Finance, this position serves as the department’s lead architect for financial technology, systems innovation, and data analytics—advancing transparency, efficiency, and evidence-based decision-making across all fiscal functions.

 

The incumbent will report to the Director of Finance.

 

 

Duties include but are not limited to

 

Executive Leadership & Strategic Innovation

  • Provide executive direction and oversight for multiple financial divisions, including Accounting, Treasury, Revenue, and Financial Systems Administration.
  • Lead modernization of financial systems by leveraging automation, artificial intelligence, and business intelligence tools to improve efficiency and service delivery.
  • Develop and enforce financial data governance frameworks ensuring data accuracy, consistency, and security.
  • Establish and monitor performance measurement systems to assess departmental outcomes and operational efficiency.
  • Partner with the Department of Information Technology (DIT) to evaluate, procure, and implement financial technologies aligned with City objectives and industry best practices.
  • Promote a culture of innovation, continuous improvement, and accountability across all divisions.

 

Financial Operations & Reporting Oversight

  • Direct the preparation, analysis, and presentation of financial reports, forecasts, and dashboards for executive leadership and policymakers.
  • Oversee data-driven forecasting, modeling, and financial analysis to support budget development, long-term financial planning, and investment strategies.
  • Assist with the management of accounting, payroll, revenue collection, and cash management functions to ensure fiscal integrity and compliance with GAAP, GASB, and internal controls.
  • Monitor and report on key performance indicators, revenue trends, and risk exposures using advanced analytical tools.
  • Oversee the implementation and ongoing improvement of the City’s ERP and financial management systems.

 

Technology & Systems Modernization

  • Serve as the Finance Department’s principal liaison for all technology-related initiatives.
  • Lead system integration and process automation projects to streamline workflows and improve accuracy.
  • Evaluate cloud-based and SaaS financial solutions for efficiency, scalability, and data security.
  • Guide the development of internal and public-facing fiscal dashboards that enhance transparency and data accessibility.
  • Coordinate with IT and department leaders to ensure technology investments align with organizational goals and compliance requirements.

 

Leadership, Supervision & Staff Development

  • Supervise and mentor staff across financial, technology, and analytical functions.
  • Establish measurable performance goals and accountability standards aligned with departmental priorities.
  • Foster cross-departmental collaboration with Budget, IT, Procurement, and other departments to enhance reporting and analytics.
  • Promote professional development, technical training, and innovation in all assigned divisions.

 

Strategic Advisory & Compliance

  • Advise the Finance Director, Deputy Chief Administrative Officer (DCAO), and other departments on fiscal policy, technology performance, and financial data analytics.
  • Ensure compliance with federal, state, and local fiscal regulations, cybersecurity standards, and professional accounting principles.
  • Prepare reports, presentations, and visual analytics for the CAO, Mayor, City Council, and public forums.
  • Lead citywide initiatives designed to strengthen financial accountability and performance management.

 

Qualifications, Special Certifications and Licenses

 

KNOWLEDGE/SKILLS/ABILITIES:

  • Deep knowledge of public-sector accounting, auditing, and financial reporting standards (GAAP, GASB).
  • Advanced understanding of financial management software, ERP systems, data analytics, and cloud-based financial technologies.
  • Strong leadership, communication, and change management skills.
  • Ability to manage large-scale modernization projects and multi-disciplinary teams.
  • Skilled in interpreting complex financial and operational data to guide executive decision-making.

 

Minimum Qualifications

  • Education: Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Information Systems, or a related field.
  • Experience: Ten (10) years of progressively responsible experience in financial management or accounting, including at least five (5) years of supervisory or executive-level experience involving financial systems, data analytics, or ERP implementation.
  • Preferred: Master’s degree in Finance, Accounting, or Public Administration; Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Information Systems Auditor (CISA) credential.
