The City of Richmond Department of Justice Services is seeking a highly qualified, enthusiastic individual who wants to make an impact on the city and our community, to fill the position of Deputy Department Director for Youth Programming. Joining this dynamic team requires a progressive thinker who can build a team of highly functioning professional critical thinkers who are consistently motivated to learn and develop more effective services. The incumbent will aid the Director of Justice Services in the daily executive management and oversight of the Juvenile Detention Center and Youth Programs.
Responsibilities:
Strategic Operations:
- Managing the daily operations of assigned areas of responsibility.
- Implementing, monitoring, and evaluating initiatives and directives of the City Council and Deputy Chief/Chief Administrative Officer.
- Maintaining contact with government officials and private associations interested in legislation affecting the City of Richmond.
- Performing legislative research and analysis as required to accomplish program and project objectives or as required by the Mayor or designee.
- Participating in policy research, development, and analysis.
- Overseeing long-range special projects.
- Preparing various annual and monthly reports.
- Working with the Director and other City Leadership to develop programs and strategies for youth initiatives.
- Attending professional and/or technical seminars and conferences.
- Conducting and applying sound, comprehensive research techniques for performance management/improvement.
- Drafting, modifying, and evaluating policies and programs for appropriateness and recommending changes, as necessary.
Continuous Improvement Activities:
- Providing expert sound advice to the Director on youth-related matters and recommending policy and procedural improvements.
- Leading and managing research activities to evaluate service delivery effectiveness, recommend process improvements, and help create community-oriented programs and services.
- Supporting organizational change and development by assisting in the development of the strategic plan, personnel management, workflow schedule, benchmarks, performance measures, performance contracts, and other continuous improvement initiatives.
Policy Development:
- Assisting the Director in establishing and enforcing policies and procedures.
- Distinguishing high-profile items and communicating the impact to the Director, city administration, and elected officials.
- Conducting policy analysis and making appropriate recommendations.
- Understanding, interpreting, explaining, and applying city, state, and federal policy, law, regulation, and court decisions applicable to areas of responsibility.
- Responsible for developing and analyzing policies and performance measurement systems.
Leadership and Management:
- Establishing and maintaining effective working relationships with all levels of city management, other governmental officials, employees, and the public.
- Presenting information, findings, and recommendations in a thoughtful, comprehensive, and sophisticated manner.
- Exercising tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations.
- Employing principles and practices of effective management and supervision.
- Exercising sound expert independent judgment and displaying discernment when communicating confidential material.
- Performing other duties as assigned.
Qualifications:
Knowledge, Skills, and Abilities:
- Considerable knowledge of budget analysis, community relations, government administration, and legislative processes.
- Skill in communicating with various internal and external departments.
- Planning, directing, coordinating, and evaluating operations of the department.
- Performing data analysis, serving as Director in the absence of the Director, and working strategically and collaboratively across and applying new knowledge and skills.
- Ability to make good decisions, be flexible, adaptable, and work with a team.
Minimum Training and Experience:
- Bachelor's Degree in public administration or a field directly related to the assignment.
- Ten years of progressively responsible related experience that includes significant management and supervisory experience.
- Some departments may prefer a master’s degree in a field directly related to the assignment.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Licensing, Certifications, and/or Other Special Requirements:
- None.
Preferred Training and Experience:
- This position requires at least five years of higher-level supervisory experience.
- A master’s degree from an accredited four-year college in a related field is strongly preferred.
- Proficiency in Excel, Word, and database management is required.
- Demonstrated experience in writing, critical, and analytical thinking.
- Strong ability to prepare and present written reports with recommendations that are easily understandable to a variety of audiences.
- Position requires a willingness to learn, and self-starters are encouraged to apply.
- Ability to work with others who want to build a remarkable and vibrant city is a must.
- Experience working in the criminal justice field is preferred.
