Duties include but are not limited to:
- Manage Work Efforts: Lead defined work efforts from conception to completion, ensuring timely delivery and adherence to quality standards.
- Set Vision: Shape the look and feel of RVA.gov, ensuring a seamless and visually appealing user experience.
- Lead Technology: Set roadmaps and requirements for the website, making our primary digital presence cutting-edge.
- Champion Customer Service: Provide exceptional customer service and support, promptly addressing inquiries and resolving issues.
- Set Standards: Govern and manage the style guide for the website, maintaining consistency and professionalism.
- Harness Analytics: Use web analytics and reporting tools to derive insights and drive informed decision-making.
- Support End Users: Provide first-level support on web content management system usage, assisting users and troubleshooting issues.
- Assure Quality: Conduct thorough testing, including user acceptance and regression testing, to ensure flawless performance.
Incumbents serve as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. The incumbent in this position may be required to serve on-call 24 hours/7 days a week to provide support to rotating on-call staff for assigned critical systems and applications.
Qualifications, Special Certifications and Licenses:
- Leadership Experience: Proven track record of effectively leading and managing teams in a technology-driven environment.
- Technical Proficiency: Strong understanding of web development, content management systems, and digital analytics tools.
- Communication Skills: Excellent interpersonal skills with the ability to collaborate effectively with diverse stakeholders.
- Problem-Solving Abilities: Resourceful and proactive in identifying and resolving issues, with a keen eye for detail.
- Project Management Expertise: Experience in project management methodologies and practices, with a focus on delivering results.
- Licensing, Certifications, and Other Special Requirements: Project Management Practitioner's Certification preferred
MINIMUM TRAINING AND EXPERIENCE:
- Completion of the core curriculum for a Bachelor or Associate level major in computer science or related field
- Bachelor's degree in computer science is preferred
- Four years of journey-level professional systems development experience
- One year of lead or supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
