The City of Richmond Department of Finance is seeking a strategic leader for the unclassified senior leadership position of Director of Finance to provide strategic direction and management oversight to the Department of Finance, and ensures implementation of Mayor and City Council goals, policies, and performance expectations. The successful candidate will exercise strategic and visionary thinking that has long-term organization-wide application and impact; as well as develop and implement programs critical to the City; exercise control and review of multiple functions, divisions, and significant resources and will apply advanced management principles in overseeing a department that has a critical impact on the City and its citizens.  The incumbent is responsible for program outcomes and results in the Department of Finance. 

 

Duties include but are not limited to

 

 
  • Overseeing all financial operations and directing  financial planning and structure
  • Coordinating, analyzing and reporting the financial performance 
  • Preparing short and long-term financial forecasts of financial performance for use with internal management and external parties
  • Overseeing audit and tax functions, coordinate activities with outside audit firms and review firms performance
  • Developing, implementing and maintaining accounting and administrative policies and procedures for a wide-ranging set of activities including financial accounting and reporting, employee relations (hiring/terminating policies) and other policies.
  • Overseeing accurate and timely completion of the annual Comprehensive Annual Financial Report (CARF) 
  • Proficiency in all aspects of public accounting and all pertinent GAAP rules and regulations
  • Working with various internal and external departments on special assignments or projects; coordinating projects as needed;
  • Preparing presentations for council, and public meetings; conducting, attending, and participating in various internal and public meetings for planning, reporting and public engagement.

 

Qualifications, Special Certifications and Licenses

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in business, finance, economics, accounting, public administration, or a field directly related to assignment
  • Ten years of progressive finance, accounting, or auditing experience.
  • Administration of local government taxation at a management level and experience with the issuance of financing instruments such as General Obligation or Revenue Bonds preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


PREFERRED QUALIFICATIONS AND TRAINING:

  • Master's degree in finance, accounting, or related field (MBA or MPA)
  • At least three (5) years of progressively responsible experience in local government;
  • Comprehensive Annual Financial Report (CAFR) experience is preferred;
  • At least six (6) years of management experience;
  • Certified Public Accountant (CPA) is a plus;
  • Possess solid working knowledge of generally accepted accounting principles; 
  • Demonstrated experience working with public boards, commissions and/or legislative bodies;
  • Program creation and management, and project management;
  • Excellent public presentation, leadership, time management and organizational skills. 

KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive (10 years or more) knowledge of the components of Accounting/Finance gained through functioning at an administrator level over the major components within Financial.  Considerable knowledge of developing and administrating a departmental budget.  Considerable knowledge of local, federal and state laws and policies .  Considerable knowledge of GAAP (Generally Accepted Accounting Principles).  Considerable knowledge of drafting and implementing policies and standard operating procedures. Considerable knowledge of Budget analysis.  Considerable knowledge of computer programs such as Microsoft Office Suite, electronic databases and software applications.  Skilled in analyzing problems, identifying and implementing solutions.  Skilled in providing leadership and overseeing all aspects of a program or project to completion.  Skilled in strategic planning and enhancing employee engagement Skilled in interpersonal communication, both oral and written. Demonstrated ability to think critically and prioritize time sensitive projects to ensure continuity of service and programs.  Experience creating and implementing a shared vision with staff.  Experience professionally representing a department and organization

Other position detail:

  • In accordance with the City Code Sec. 2-1204. - Residency of certain officers and employees. Any person employed or appointed on a full-time basis to fill any position subject to the residence requirements of this section shall establish a principal residence within the City not later than 12 months after commencing work in such position. 
  • This position is unclassified and works at the will of the appointing authority.
