Description

 

The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Director for Transportation.  The incumbent is responsible for assisting the department director with the strategic direction and management of large-scale transportation projects, programs, transportation compliance reviews and budgets.

 

**Preference will be given to internal candidates to the Dept. of Public Works employees/contractors.**

 

Duties include but are not limited to

 

  • Directs, manages, and supervises staff; performs some supervisory duties such as performance evaluations and training; supports managers as needed. 
  • Manages, implements, and monitors large scale projects, programs, reviews, budgets, etc.; determines each staff member's role. 
  • Prepares, reviews, edits, and approves various documents, reports, contracts, expenditures, packets, budgets, etc.; ensures proper reporting. 
  • Prepares presentations; conducts, attends, and participates in various meetings. 
  • Works with various internal and external departments on special assignments or projects; coordinates projects as needed.
  • Forecasts the city’s long-range transportation needs and modifies plans based on current data and trends. Leads and collaborates with local, regional, state, and federal stakeholders to address and implement those needs.
  • Actively participates in the Central Virginia Transportation Authority (CVTA) on long-range transportation investments as a representative of the city. 
  • Other duties as assigned.
This position is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.

 

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in Civil Engineering, Transportation Planning or field directly related to assignment
  • Eight years of progressively responsible related experience that includes significant management and supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

  • Knowledge of federal and state transportation regulations, available funding sources and NACTO design guides
  • Familiarity with multi-modal transportation projects and programs, land use planning and traffic engineering analysis.
  • Active participation with American Planning Association and NACTO

The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently reach, stand, walk, and grasp; and occasionally climb, balance, stoop, kneel, crouch, crawl, push, pull, feel, and lift. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
