If selected for next steps, the City of Richmond will be conducting interviews and same day hiring on October 28th from 9:00am - 3:00pm, at Main Street Station located at:
1500 East Main Street, Richmond, VA 23219.
 



The City of Richmond, Department of Public Utilities, is seeking a qualified Equipment Operator, Senior. The selected incumbent will spend their time operating commercial vehicles: dump trucks, with trailer, heavy equipment and performing manual labor. This function will work predominately with storm water infrastructure but will assist other department/division as needed. In addition, they will operate hydraulic, pneumatic, and power hand tools. The incumbent will use general hand tools (rakes & shovels) for manual labor; assist with emergency maintenance programs related to weather: hurricane, rain, snow and tornadoes. The selected candidate will also work in adverse weather conditions, confine spaces, easement, near waterways, off heights and perform heavy lifting.

 

Duties include but are not limited to

 

  • Drive dump trucks: single & tandem axle.
  • Operate heavy equipment & power tools. 
  • Perform manual labor to include serving a Flagger in the roadway
  • Clean and maintenance equipment; clean up spills & other basin cleaning task. 
  • Serve as spotter for other drivers & equipment operator for safety

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED
  • Two years of experience at the Equipment Operator level and successfully completing training on the types of equipment that is used at this level of assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

 PREFERRED QUALIFICATIONS:

  • CDL Class B with (N) Tanker Endorsement 
  • OSHA 10 and/or OSHA 30 Card
  • Operate heavy equipment: backhoe, trackhoe, ditchmaster, & vactor truck (1-5 years)
  • Work in construction field and /or maintenance operation field. (1-5 years)
  • Experience working successfully with a crew / team on the daily basis. (1-10 years)

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A valid Commonwealth of Virginia Driver's License 
  • A valid Commonwealth of Virginia Commercial Driver's License with proper endorsements in accordance with Department of Motor Vehicle regulations
  • If assigned to road maintenance, may require Hazmat and Tanker license
     

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Commercial mowing equipment
  • Chemicals and chemical reactions
  • High tension rigging systems and hoisting mechanisms, including winches and grip hoists, as well as their various safe applications

  • Small engine repair and maintenance 
  • Storm water maintenance
  • Various tools and equipment used in the area of assignment
  • Safety procedures and rules regarding the operation of various equipment and tools
  • Various plants and fauna for safety reasons 


Skills (some combination of the following):

  • Ensuring vehicles are in good working order
  • Maintaining equipment and machinery
  • Reading work orders, blueprints, maps, route lists, etc.
  • Closing work orders
  • Conducting inventory checks
  • Excavating underground structures and pipelines
  • Maintaining a safe and clean environment 
  • Carpentry skills for building and repairing a variety of structures
  • Pulling and parking trailers
  • Removing snow when necessary
  • Responding to emergency events
  • Setting up job sites such as cordoning off areas with cones or signs
  • Stocking vehicle with necessary supplies
  • Using a radio and phone
  • Using chemicals properly
  • Using and operating various equipment safely and correctly such as constructions vehicles, vacuums, pressure sprayers, paving equipment, hand grinders, chain saws, woodshop tools, etc.
  • Operating vehicles and machines such as light and heavy dump trucks, tandem trucks, bucket trucks, boom trucks, compressor dump trucks, heavy rollers, pay loaders, backhoes, tractors with batwings, etc.
  • Operating equipment and tools used in the Equipment Operator classification as well as those listed above

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently climb, balance, kneel, crouch, reach, stand, walk, push, pull, lift; and occasionally stoop, crawl, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
