In alignment with the City of Richmond’s Equity Agenda, the Department of Human Services seeks a Management Analyst, Principal to serve as the City’s Early Childhood Coordinator within the Office of Children and Families. The role aims to foster alignment, collaboration, and collective impact to enhance outcomes for Richmond’s youngest residents and their caregivers. The Early Childhood Coordinator will act as a subject matter expert, guiding early childhood development policies and practices in Richmond.
Reporting Structure: This position reports to the Senior Policy Advisor and Manager of the Office of Children and Families in the Department of Human Services. The role involves collaboration with key stakeholders from various public, private, nonprofit, and philanthropic organizations within and outside the City of Richmond.
Responsibilities:
- Work collaboratively within the Department of Human Services team.
- Act as the City liaison for early childhood issues with external partners.
- Monitor federal and state policies related to perinatal health, early childhood care and education (ECCE), parent and caregiver education, and other relevant topics.
- Research and analyze nationwide best practices, providing recommendations to senior management.
- Partner with Richmond Public Schools and community ECCE providers to enhance kindergarten readiness.
- Cultivate and maintain strong relationships with stakeholders across sectors and levels.
- Represent the City of Richmond at relevant community events and meetings focused on early childhood development.

Minimum Training and Experience:
- Bachelor’s degree in a related field required; master’s degree preferred.
- Experience working in education and/or public service in urban and/or low-income communities.
Licensing, Certifications, and Special Requirements:
- Some assignments may require a valid Driver's License with a satisfactory driving record.
- A valid Commonwealth of Virginia Driver's License within 30 days of hire.
