Description
The City of Richmond Department of Emergency Communications, Preparedness and Response is seeking qualified candidates to fill the position of Emergency Communications Assistant Supervisor. This position assists in the supervision and training of staff. Work may include listening to calls to ensure quality assurance and compliance with protocols and service standards; creating monthly reports; providing employee feedback and training recommendations; and assisting with staff scheduling, training, candidate recruitment, testing, and selection. The selected candidate must be committed to providing leadership to the Emergency Communications Officers and providing the citizens of the City of Richmond excellent service as the first of the first responders in emergency situations.
Duties include but are not limited to
- Monitoring radio and telephone calls to ensure compliance with customer service and service delivery protocol
- Analyzing emergency situations to determine and implement the best course of action
- Delivering employee performance evaluations utilizing data collected by monitoring results and direct observation
- Assisting in the training and development of employees and contributing to employee retention efforts
- Scheduling staff
- Adhering to policies and procedures
- Conducting employment interviews and making recommendations for selected candidates
- Assisting in the investigation of complaints from internal and external sources
- Providing recommendations to address employee performance concerns and suggesting appropriate disciplinary action when needed
- Performing supervisory administrative and technical duties
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- High School Diploma or GED
- One year of advanced training in emergency communications
- Two years of emergency communications and dispatch experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
- Must be eligible for VCIN/NCIC certification.
- Must have DCJS certification or obtain it within one year of employment.
- Must pass a critical skills examination and a suitability assessment.
- Must pass an extensive background investigation to include local, state and federal criminal history check and drug screening. Incumbent may not have felony convictions.
- Must obtain and maintain IAED EMD, EPD and EFD certifications.
- As assigned, incumbents must be available to work
- Day, evening, or midnight shifts
- Up to a 12-hour regular shift
- Weekdays and weekends
- Holidays
- Mandatory overtime
- Incumbents are essential personnel and must be available to report to work during inclement weather, disasters, and emergencies.
PREFERRED TRAINING AND EXPERIENCE:
- DCJS Telecommunication certification preferred
- At least two years of experience working as a lead or supervising others in a fast-paced environment with a wide range of emergency services providers.
KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):
- Basic dispatch codes, standard abbreviations and industry terminology commonly used by emergency medical services, fire department, and law enforcement agencies.
- Computer programs such as Microsoft Office Suite
- E-911 computers
- Electronic databases and related software applications such as Computer Aided Dispatch (CAD), Open Fox, RMS, Central Com, Nick Inform Client, etc.
- Emergency communications practice and procedures
- General knowledge of police, fire, and EMS
Skills (some combination of the following):
- Answering calls within an allotted period of time
- Coaching, mentoring, and counseling employees
- Communicating with various internal and external departments
- Dispatching calls within an allotted period of time
- Ensuring department policies and procedures are reviewed and adhered to
- Holding a ready status of 80/20%
- Overseeing daily operations including phone and radio operations
- Performing administrative supervisory duties such as leave records, payroll, etc.
- Performing data entry
- Possessing an abandon rate of 5% or less
- Providing leadership to staff
- Typing
- Using phone systems such as Intrado
- Using equipment such as Motorola handheld radios, copiers, fax machines, etc.
- Interpersonal communication

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly reach, finger, grasp, feel, talk, hear, see, and perform repetitive motions; frequently stand and walk; and occasionally climb, stoop, kneel, crouch, push, pull, and lift. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary , exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
