Description

 

The Department of Emergency Communications, Preparedness and Response (DECPR) is seeking qualified candidates committed to providing leadership to the Emergency Communications Officers and providing the citizens of the City of Richmond excellent service as the first of the first responders in emergency situations, as an Emergency Communications Supervisor.
 

The successful incumbent will supervise key functions within the emergency communications center—potentially including the Training Division or Operations—overseeing call-taking and dispatch activities, staff training, quality assurance, candidate recruitment, and complaint investigations as organizational needs dictate.

 

Duties include but are not limited to

 

  • Monitoring and reviewing radio traffic and telephone calls to ensure compliance with policy; 
  • Supervising staff, including coaching, conducting quality assurance feedback, performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures; 
  • Performing various administrative supervisory duties including maintaining payroll accuracy, roll-call, etc.;
  • Generating, completing, and writing various reports, forms, and other documents; documenting noteworthy events; presenting information as necessary; 
  • Record keeping for certifications and training;
  • Investigating complaints from internal and external sources;
  • Other duties as assigned.

 

Please note that these positions are required to work rotating shifts, routine weekends, and holidays. 

Incumbent serves as an essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather.

 

Qualifications, Special Certifications and Licenses

Minimum Qualifications:

  • High School Diploma or GED
  • One year of advanced training
  • Four years of emergency communications and dispatch experience
  • One year of supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Preferred Qualifications:

  • Department of Criminal Justice Service (DCJS) Instructor Certification or out of state equivalent

LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

  • Must be eligible for Virginia Crime Information Network/National Crime Information Center (VCIN/NCIC) certification

KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):

  • Computer Aided Dispatch (CAD)
  • E-911 computers
  • Electronic databases and related software applications such as PSS, VCS, I/CAD system, etc.
  • Emergency communications practice and procedures
  • Federal and State regulations governing radio transmissions
  • General knowledge of Police, Fire, and EMS
  • General Radio Frequency (RF) knowledge
  • Geographic knowledge
  • Keyboarding
  • Proficiency in Microsoft Office Suite
  • Project management

Skills (some combination of the following):

  • Answering emergency, non-emergency, and administrative calls
  • Assisting with writing policy
  • Communicating with various internal and external departments
  • Compiling payroll
  • Investigating complaints
  • Overseeing the quality assurance process and incident reviews
  • Providing leadership to staff including coaching, guiding, and recommending discipline
  • Reading a map accurately
  • Using phone systems such as Intrado
  • Using equipment such as Motorola hand held radios, copiers, fax machines, etc.
  • Writing directives
  • Interpersonal communication

Abilities (some combination of the following):

  • Supervise and demonstrate leadership
  • Motivate employees
  • Manage time effectively

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger, grasp, talk, hear, see, and perform repetitive motions; frequently stoop, crouch, reach, stand, walk, and feel; and occasionally climb, balance, kneel, crawl, push, pull, and lift. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work , exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
