The City of Richmond Department of Public Utilities is currently seeking qualified candidates to join our team as an Engineer. In this role, you will be responsible for providing project management and engineering support for overseeing engineering and construction activities at the City of Richmond Water Treatment Plant, Wastewater Treatment Plant, and distribution/transmission facilities throughout the City.


Key Responsibilities:

  • Review project specifications and plans to ensure technical conformance, design completeness, and compliance with codes and regulations.
  • Manage equipment and process system installations at DPU water and wastewater facilities, including assistance with system startup and testing.
  • Coordinate various phases of contract work with City Departments, external vendors, contractors, construction managers, consultants, equipment suppliers, and other municipalities.
  • Perform technical and administrative functions, including attendance, facilitation, and participation in departmental meetings, interagency meetings, and project progress meetings. Provide project status reports and resolve project issues.
  • Review and maintain specifications, technical standards, and test procedures for pumping, valve, piping, hydraulic systems, and process systems.
  • Maintain schedules and budgets for Capital Improvement (CIP) projects, perform project cost estimates, and provide recommendations.

Qualifications, Special Certifications, and Licenses:

  • General knowledge of construction practices, project management, and the basic functions and operations of various types of pumps, valves, gates, weirs, hydraulics, and control systems.
  • Demonstrated computer proficiency in Microsoft Office Suite and technical writing.
  • Strong oral and written communication skills.
  • Demonstrated abilities to assemble complex information for others and work effectively with a variety of individuals, including employees, vendors, contractors, and citizens.

Minimum Training and Experience:

  • Bachelor's Degree in engineering.

Licensing, Certifications, and/or Other Special Requirements:

  • Some assignments may require a valid Driver's License with a satisfactory driving record.
  • A valid Commonwealth of Virginia Driver's License must be obtained within 30 days of hire.

Preferred Training and Experience:

  • Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related Engineering field.
  • Familiarity with basic engineering practices.
