The City of Richmond Department of Public Utilities is seeking qualified candidates to fill an Engineer position. The selected candidate will provide project management and engineering support for managing the engineering and construction efforts at the City of Richmond Water Treatment Plant, Wastewater Treatment Plant, and the distribution/transmission facilities throughout the City.

Duties include but are not limited to:
- Reviewing project specifications and plans to ensure technical conformance, design completeness, and compliance with codes and regulations.
- Managing the installation of electrical equipment and process control systems in DPU water and wastewater facilities; assisting with system startup/testing.
- Managing and coordinating various phases of contract work with other City Departments and external vendors such as contractors, construction managers, consultants, equipment suppliers, and other municipalities.
- Performing technical and administrative functions, including attending and participating in departmental and project progress meetings, and resolving project issues.
- Reviewing and maintaining specifications, technical standards, and test procedures for SCADA systems and electrical/process equipment.
- Maintaining schedules and budgets for Capital Improvement (CIP) projects, performing project cost estimates, and providing recommendations.
Qualifications, Special Certifications, and Licenses:
- Fundamental knowledge of project management, electrical and power systems (including single-phase and three-phase systems), and industrial automation.
- Basic knowledge of Programmable Logic Controllers (PLC) and Human Machine Interface (HMI), AC motors, and AC Variable Frequency Drive.
- Demonstrated computer proficiency in Microsoft Office Suite, technical writing, and oral/written communication skills.
- Ability to assemble complex information and work with a variety of individuals, such as employees, vendors, contractors, and citizens.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in engineering.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
PREFERRED TRAINING AND EXPERIENCE:
- Bachelor's degree in Electrical or Instrumentation and Control Engineering or a related Engineering degree.
- Basic understanding of PLC programming, industrial control systems (such as Distributed Control System, Programmable Logic Controllers, SCADA systems), and associated control system devices.
- Basic understanding of construction practices and project management. Familiarity with basic engineering practices.
