The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Engineer I with the Capital Projects Division. The position will be responsible for managing and administering multi-faceted and complex federal-, state-, and locally funded transportation projects, including the design and construction of major streetscape, roadway, traffic, drainage, and bridge projects.


Duties and Responsibilities

  • Manages projects and related activities through the project lifecycle, including coordinating human and material resources, securing permits, recommending or approving materials, schedules, applications, pay estimates, and contract awards, developing budgets and budgeting proposals; provides quality control and ensures compliance with applicable rules and regulations.
  • Prepares, coordinates, reviews, and monitors preparation of project designs, plans, drawings, specifications, engineering studies, estimates, spreadsheets, and other materials.
  • Collects, gathers, interprets, and analyzes engineering data for projects.
  • Conducts engineering investigations/studies.
  • Performs inspections to ensure compliance with project specifications, applicable codes, and other regulations.
  • Evaluates detailed plans, specifications, and standards for projects; identifies potential conflicts with plans and makes necessary field adjustments upon investigation or inspection.
  • Maintains logs/records and permits; tracks systems and specialized databases, and enters data.
  • Reviews, prepares, and maintains project status/technical reports, permit applications, inspections, and other documents.
  • Meets with project coordinators, consulting engineers, City representatives, and contractors.
  • Coordinates the ordinance and resolution review process; drafts and processes engineering documents, resolutions, and ordinances.

This position is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. This individual may be required to work nights, weekends, holidays, or be on-call, as needed.


Qualifications, Special Certifications, and Licenses

  • General knowledge of surveying principles, construction practices, site, roadway, and utility design standards, civil engineering, and Energov.
  • Skills in computer proficiency with Microsoft Office Suite, reading and interpreting GIS maps and AutoCAD plans, technical writing, and oral and written communication.
  • Ability to assemble complex information for others and work with a variety of individuals, such as other employees, vendors, contractors, and citizens.
  • Bachelor's Degree in engineering
  • Three years of engineering experience
  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
