This job posting is seeking two highly qualified candidates for Engineer, Principal positions in the Capital Projects Management Division of the City of Richmond Department of Public Works. The selected incumbents will be responsible for managing and administering complex federal, state, and locally funded transportation projects including major streetscape, roadway, traffic, drainage, and bridge projects. The position is unclassified, meaning that the incumbents will serve at the will of the Appointing Authority.


The duties of the position include managing the engineering design of assigned projects, determining major aspects of project design, evaluating construction plans and specifications, supervising staff and consultants, coordinating project coordinators, determining projected needs/use levels, preparing and presenting capital budget recommendations, monitoring and controlling expenditures, managing project budgets, assisting in the development of the Capital Improvement Budget, managing consultant contract designs as well as contractor construction contracts, preparing design and cost estimates, attending budget review meetings, maintaining logs, tracking systems, and specialized databases, entering, retrieving, and analyzing data, preparing reports, and entering routine, technical, and specialized data into the department computer system.


City of Richmond Public Works employees who work in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.


The minimum qualifications for the position include: 

  • Bachelor's Degree in engineering, five years of professional engineering experience, and two years of supervisory experience preferred. Some assignments may require a Professional Engineering (PE) Registration, and some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • The ideal candidate should have considerable knowledge with Civil Engineering standards and practices, design standards, and industry construction standards. 
  • Understanding of manuals such as AASHTO, MUTCD, roadway design standards, City bridge and roads standards, VDOT design standards, and MBD minority business goals. 
  • Should have experience with procurement laws for design consultant selection and contractors, federal and state laws for project implementation, City procurement laws, and the process of doing business within and external to the organization (e.g., vendors). 
  • Experience with construction management, concrete analysis, and design, computer proficiency in Microsoft Office Suite, reading and interpreting GIS maps and AutoCAD plans, mathematics including geometry, calculus, and statistics, experience with project management, managing and supervising others, and the ability to navigate through and manage difficult situations working with diverse groups of individuals.

A Professional Engineer (PE) license is preferred, and five or more years of experience managing large scale ($5 million or higher) transportation related projects from design through construction.
