The City of Richmond, Department of Public Utilities - Richmond Gas Works is seeking a highly qualified candidate to fill the position of Engineer, Principal within the Corrosion Group. The incumbent will manage a team of employees and contractors installing and maintaining cathodic protection systems in a natural gas distribution system. This position will also design and review new cathodic protection systems.


This position is unclassified. Therefore, the incumbent shall serve at the will of the Appointing Authority.


Duties include

  • Reviews and analyzes Cathodic Protection, leak history, and other pertinent data to identify trends and develop appropriate remedial measures. Designing new Cathodic Protection (CP) systems per applicable codes, standards, and procedures.
  • Monitoring new CP installation projects to ensure successful completion following plans and policies.
  • Supervising staff and contractors and determining work assignments.
  • Monitors corrosion control records to ensure compliance; evaluates corrosion control processes and procedures; suggests modifications and updates improve efficiency, clarity, and understanding.
  • Review and evaluate new corrosion control technology for use and assist with developing corresponding procedures. Responsible for timely cathodic protection troubleshooting (i.e., low systems, shorted conditions) and creation of remediation work orders (i.e., install anodes, clear short, install insulator, repair / replace test station).
  • Preparing and presenting capital budget recommendations, monitoring, reviewing, and controlling expenditures.
  • Provides sound, technical guidance to Corrosion Technicians to address complex CP issues.
  • Preparing design and cost estimates and submitting requests for supplemental funding.
  • Provides technical support for cathodic protection replacement, enhancement, or remediation projects.
  • Participates as needed in regulatory audits to ensure success.
  • Entering, retrieving, and analyzing data, preparing reports, and entering routine, technical, and specialized data into the department computer system.

Richmond Gas Works employees in this position are considered Essential Personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.


Qualifications, Special Certifications and Licenses

  • Considerable knowledge of Cathodic Protection and practices, design, and industry construction standards related to Natural Gas systems.
  • An understanding of the Federal code as it applies to cathodic protection and natural gas distribution system.
  • Computer proficiency in Microsoft Office Suite. Reading and interpreting GIS maps and construction plans. Experienced in the use and navigation of GIS systems.
  • Experience with Project Management, managing and supervising others.
  • The ability to navigate through and handle difficult situations working with diverse groups of individuals.

Minimum Training and Experience

  • Bachelor's Degree in engineering.
  • Five (5) years of professional engineering experience.
  • Two (2) years of supervisory experience preferred. 
Preferred Training and Experience
  • Five (5) or more years of experience managing CP-related projects from design through construction and remedial work.
  • Three (3) or more years advance use of GIS.
Required Licenses
  • AMPP certifications(formerly NACE).
  • A valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
