The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Engineer, Principal in the Capital Projects Management Division. The selected candidate will be responsible for managing and administering multi-faceted and complex federal-, state-, and locally funded transportation projects, including the design and construction of major streetscape, roadway, traffic, drainage, and bridge projects. The successful candidate will possess skills in project management of various state and federal grants, as well as managing and supervising others.
Duties include, but are not limited to:
- Managing engineering design of assigned projects, defining scope, preparing schedules and preliminary cost estimates, design drawings and specifications, and budget cost estimates
- Determining major aspects of project design, such as equipment, specifications, inspections, and testing
- Evaluating detailed construction plans and specifications
- Supervising staff and consultants, and determining work assignments
- Meeting with project coordinators, such as consulting engineers, City representatives, and contractors, and preparing meeting minutes and issuing reports
- Determining projected needs/use levels according to established models
- Coordinating operations schedules and preparing progress reports
- Preparing and presenting capital budget recommendations, monitoring, reviewing, and controlling expenditures
- Managing project budgets and assisting in the development of the Capital Improvement Budget
- Attending budget review meetings
- Managing consultant contract designs as well as contractor construction contracts
- Preparing design and cost estimates and submitting requests for supplemental funding
- Maintaining logs, tracking systems, and specialized databases
- Entering, retrieving, and analyzing data, preparing reports, and entering routine, technical, and specialized data into department computer system
This position is Unclassified and serves at the will of the Appointing Authority. It is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. This individual may be required to work nights, weekends, holidays, or be on-call, as needed.
Qualifications, Special Certifications, and Licenses:
- Considerable knowledge of Civil Engineering standards and practices, design standards and industry construction standards, city bridge and roads standards, VDOT design standards, procurement laws for design and consultant selection and contractors, federal and state laws for project implementation, construction management, and concrete analysis and design.
- Skills in computer proficiency in Microsoft Office Suite, reading and interpreting GIS maps and AutoCAD plans, mathematics including geometry, calculus, and statistics, oral and written communication, project management, and managing and supervising others.
- Ability to motivate and engage employees, and navigate through and manage difficult situations working with diverse groups of individuals.
Minimum Training and Experience:
- Bachelor's Degree in engineering
- Five (5) years of professional engineering experience
- Two (2) years of supervisory experience preferred
- Some assignments may require a Professional Engineering (PE) Registration
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
Preferred Training and Experience:
- Professional Engineer (PE) license is preferred
- Five (5) or more years of experience managing large-scale ($5 million or higher) transportation-related projects from design through construction.
