Description

 

The City of Richmond Department of Public Works is seeking a highly qualified candidate to fill the position of Engineer, Senior with the Capital Projects Division. This position will be responsible for managing and administering multi-faceted and complex federal-, state-, and locally funded transportation projects to include the design and construction of major streetscape, roadway, traffic, drainage, and bridge projects.

 

Duties include but are not limited to

DUTIES & RESPONSIBILITIES

  • Managing transportation projects and related activities through the project lifecycle including coordinating human and material resources, securing permits, recommending or approving materials, schedules, applications, pay estimates, and contract awards, developing budgets and budgeting proposals; providing quality control and ensuring compliance with applicable rules and regulations;
  • Preparing, coordinating, reviewing, and monitoring preparation of project designs, plans, drawings, specifications, engineering studies, estimates, spreadsheets, and other materials. Collecting, gathering, interpreting, and analyzing engineering data for projects;
  • Conducting engineering investigations/studies. Performing inspections to ensure compliance with project specifications, applicable codes, and other regulations;
  • Evaluating detailed plans, specifications, and standards for projects; identifying potential conflicts with plans and making necessary field adjustments upon investigation or inspection;
  • Maintaining logs/records, and permits, tracking systems and specialized databases, and entering data. Reviewing, preparing, and maintaining project status/technical reports, permit applications, inspections, and other documents;
  • Meeting with project coordinators, consulting engineers, City representatives and contractors.  Coordinating the ordinance and resolution review process; drafting and processing engineering documents, resolutions, and ordinances.
This position is considered Essential, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather. 
 
 This individual may be required to work nights, weekends, holidays or on-call, as needed.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in Civil Engineering
  • Three years of engineering experience

 LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire


KNOWLEDGE, SKILLS, AND ABILITIES:
 TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some combination of the following):

  • Principles and practices of project management
  • Methods and techniques of engineering plan design, review, and approval
  • Civil engineering principles, practices, and methods
  • Construction management principles
  • Site, Roadway, and Utility Design Standards
  • Principles of business letter writing and technical report preparation
  • Pertinent federal, state, and local codes, laws, and regulations 


 Skills (some combination of the following):

  • Computer proficiency in Microsoft Office Suite
  • Reading and interpreting GIS maps and AutoCAD Civil plans
  • Technical writing
  • Oral and written communication

 
Abilities (some combination of the following):

  • Oversee the development of accurate designs, plans, specifications, cost estimates, and complex engineering reports
  • Perform project management and civil engineering functions
  • Ensure project compliance with diverse and complex regulations, standards, and procedures
  • Prepare and administer project budgets
  • Communicate clearly and concisely, verbally and in writing
  • Assemble complex information for others
  •  Work with a variety of individuals such as other employees, vendors, contractors, and citizens

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers. The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
