Incumbents in this role are recognized as subject matter experts, possessing a high level of knowledge and providing consultation to other engineering staff and management. 


Responsibilities include reviewing construction documents, assessing plans, permits, and construction activities for transportation impacts, responding to permitting and code inquiries, conducting site inspections, and facilitating planning and design meetings. The Senior Engineer may also supervise professional, paraprofessional, and support staff, overseeing performance evaluations, training coordination, and implementing hiring, discipline, and termination procedures.


City of Richmond Department of Public Works - Division of Right Way Management:


 We are currently seeking highly qualified candidates for the position of Senior Engineer. This role involves administering the review and management of large/mega development projects, policy development review, and coordination of public and capital construction projects.


Key Responsibilities:

  • Conduct technical reviews of site development design and construction documents for compliance with Federal, State, and City codes and regulations.
  • Perform site inspections and coordinate/attend planning and design meetings with engineers, contractors, architects, and developers.
  • Serve as the primary point of contact for the Division’s large public clients (VDOT, VDGS, VCU, VCUHS, etc.).
  • Review and maintain project status/technical reports, permit applications, inspections, and other documents.
  • Coordinate with internal and external organizations to administer Right of Way standards and regulations.
  • Explain codes and permit process requirements to contractors and citizens.
  • Develop and administer departmental policies related to Right of Way operations and processes.
  • Prepare Council papers, Ordinances, and reports for various City committees.
  • Update divisional information on the Internet and/or intranet site associated with the Right of Way permit application process.
  • Perform other related duties as required.

Qualifications:

  • Bachelor's Degree in engineering.
  • Three (3) years of engineering experience.
  • Some assignments may require a valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.

Knowledge, Skills, and Abilities:

  • Surveying Principles, Hydraulic Modeling, Construction Practices.
  • AWWA Manual of Practices and Standards, Water Works Regulations.
  • Site, Roadway, and Utility Design Standards, Land Development Site Plans.
  • Traffic Impact Analysis (TIA) reports and studies, General civil engineering principles.
  • ADA and PROWAG regulations.
  • Computer proficiency in Microsoft Office Suite.
  • Reading and interpreting GIS maps and AutoCAD plans.
  • Software program for workflow (EnerGov).
  • Technical writing, Oral and written communication.

Environmental Hazards: 


Working conditions may include exposure to travel, hazardous physical conditions, atmospheric conditions, inadequate lighting, intense noise, and environmental hazards.


Physical Requirements and Working Environment: 


Incumbents must perform detailed work on multiple tasks, with frequent interruptions and under time constraints. The position is considered sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
