Description

 

The City of Richmond Department of Public Works (DPW) is seeking highly qualified candidates to fill the position of Engineer in the Division of Right-of-Way Management, to provide professional civil engineering for a variety of public services and construction projects. Incumbents provide the first level of professional engineering services involving planning, design, construction management, inspections, and coordination of projects. As assigned, work may include: designing and drafting plans; reviewing plans; engineering calculations; coordinating with consultants and contractors; developing cost estimates; and ensuring compliance with rules and regulations. 

 

Duties include but are not limited to

 

  • Performing technical review of submitted materials for development plans as well as right of way permits. 
  • Communicate with applicants or other City staff regarding comments generated by the review of plans. 
  • Working within the City software to enter and update application and plan review information.
  • Coordinating plan reviews with other City agencies. 
  • Entering permit application information and data into City permit system. 
  • Assisting customers with completion of application forms and documents and status of submitted applications.
  • Responding to requests for right of way permits.
  • Coordinating with internal and external organizations to administer ROW standards and regulations.
  • Transmitting approved/issued permit(s) after review and issuance by City stakeholders.
  • Explaining codes and permit process requirement in matters pertaining to working within the City right-of- way.
  • Working with Right of Way staff, inspectors and permit applicants to verify status of right of way permits.
  • Other duties as assigned.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in engineering

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire

KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.

Knowledge (some combination of the following):

  • Basic understanding of civil engineering and site plan development
  • Familiarity with storm water collection system design and installation standards
  • Familiarity with Water Distribution System installation standards and controls
  • Familiarity with Wastewater and Combined Sewage System Installation standards and controls Basic understanding of project management, including plan and specification review Familiarity with equipment testing and commissioning of production systems
  • Familiarity with roadway design and construction standards
  • Familiarity with construction materials testing and QA/QC standards

Skills (some combination of the following):

  • Computer proficiency in Microsoft Office Suite
  • Technical writing
  • Oral and written communication
  • Reading and interpreting GIS and AutoCAD plans

Abilities (some combination of the following):

  • Manage time effectively
  • Multi-task

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint.  While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers. The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
