THIS POSITION IS UNCLASSIFIED AND SERVES AT WILL OF THE APPOINTING AUTHORITY

The City of Richmond Department of Public Utilities (DPU) is seeking an Engineering Manager to oversee the management and implementation of DPU’s drinking water treatment and wastewater treatment capital infrastructure project portfolio. This position will oversee a multimillion-dollar program that provides critical upgrades to infrastructure that provides critical services to hundreds of thousands of customers and protects water quality in the James River.

The Engineering Manager manages and guides project managers, project controllers, modelers, drafters, and project finance/admin. The Engineering Manager tracks program KPIs related to schedule, budget, and quality, as well as work hand in hand with O&M staff to annually update the 10-year CIP and manage a team to deliver requested CIP projects in a timely, cost effective, and robust manner that meets multiple local, state, and federal requirements.

The Engineering Manager is also responsible for managing and executing initiatives to improve team performance, including staff mentoring and training; program QA/QC; development and maintenance of master as-builts and P&IDs; development and maintenance of design standards and standard specifications; development and implementation of project delivery SOPs; rollout use of eBuilder (a project management information system) for portfolio projects; building strong relationships and protocols with sister working groups such as DPS, communications, O&M, permitting, the Office of Sustainability, and DPU’s Executive Leadership Team (ELT); and executing other assignments as they arise from the ELT. Some direct project management may be warranted for extremely complex projects.

Incumbents make interpretive decisions on behalf of the organization regarding the means for executing the goals established by the relevant Director or designee by utilizing available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed. As assigned, work may include: ensuring compliance with rules, regulations, project timelines, and an allocated budget; attending public hearings and presenting information; overseeing design and construction management/inspection consultants; coordinating design documents through the City review process; performing inspections/audits to ensure contract compliance and adherence to rules and regulations; reviewing procurement documents, contracts, purchase agreements, and change orders; and ensuring projects achieve DPU goals.
 
 Incumbents supervise professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

 

Duties include but are not limited to

 

  • Plans, organizes, directs, and manages the programmatic, administrative, and operational activities within designated area of responsibility to ensure achievement of departmental goals and objectives. Monitors and evaluates work in progress for compliance with applicable rules, regulations and standards, policies and procedures, project timelines, and budgets. As assigned, conducts research and reviews the Federal Register to determine impact of new or proposed legislation on department programs or projects.
  • Coordinates design documents through the City review process; performs inspections and audits operations; reviews, develops, and implements test/master plans. Reviews procurement documents, contracts, permits, purchase agreements, and other documentation developed by the project team. Maintains and ensures integrity of all applicable data.
  • Selects, trains, motivates, and evaluates supervisory, engineering, and support personnel. Provides or coordinates staff training; works with employees to correct deficiencies and conducts performance evaluations; implements discipline and termination procedures. Attends and leads staff meetings, as needed.
  • Represents the department, division, or assigned area of responsibility with organizations, local communities, special interest groups, businesses, customers, and the general public using principles of good customer service. Negotiates and resolves sensitive and controversial issues. Attends public hearings and makes presentations.
  • Oversees and participates in the development and administration of the department/division budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies. Monitors and approves expenditures; and implements adjustments.
  • Manages oversight of consultants for design work; reviews proposals to ensure design drawing and detailed specifications are prepared according to project requirements.
  • Other duties as assigned.

 

Qualifications, Special Certifications and Licenses

 

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in engineering (Civil, Environmental, or Mechanical Engineering)
  • Six years of professional engineering experience
  • Two years of supervisory experience

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Professional Engineering (PE) Registration license or obtain a professional engineering license within 1 year of employment.
  • A valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire


PREFERRED QUALIFICATIONS:

  • Envision SP Certification
  • Planning, design, and construction management experience for water and wastewater capital improvements projects
  • Master's degree in Civil, Environmental, or Mechanical Engineering

  • Procurement processes and documentation

  • Prepare and read easements, survey data, right of way agreements, etc.

The employee is frequently required to climb, reach extending hands and arms in any direction, stand, walk, and grasp; the employee is occasionally required to balance, stoop, kneel, crouch, crawl, push, pull, lift, feel and use substantial repetitive motions of the wrists, hands, and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
