Description

 

The City of Richmond, Department of Public Utilities is seeking highly qualified candidate for the position of Engineering Specialist within the Gas Distribution Division.  This class supports gas utility engineering, drafting functions, and survey/inspection permitting support for gas utility construction and development projects. Incumbents provide specialized and technical expertise in support of an engineering function.
 

 

Duties include but are not limited to

 

  • Providing drafting services and maintenance of city maps, drawings, and plans.
  • Processing information requests. 
  • Preparing working drawings; drafting gas utility easements; assisting the construction department with MOT Plans; CSX Plans, 
  • Drafting detailed construction drawings, topographical profiles, and related maps and specifications; researching, compiling, and assembling construction information; conducting on-site visits to collect field data. 
  • Performing data entry; maintaining specialized databases such as GIS information; retrieving information; and performing routine office functions.
  • Preparing layouts, drawings, and designs according to engineering specifications using AutoCAD software. 
  • Reviewing engineering drawings and supporting documentation to verify adherence to standard practices. 
  • Analyzing design and confers to resolve details that need to be completely defined.
  • Retrieving information from files and displays on the computer, using required computer skills.
  • Displaying final drawings to verify completeness, clarity, and accuracy.
  • Performing other related duties as assigned
**City of Richmond Public Works employees who work in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.**

 

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

An ability to coordinate designs, and drafts projects, detailed drawings, profiles, maps, and specifications.  Able to prepare and review documentation such as working drawings, plans, work or change orders, and specifications for bids.  Execution of coordinating and managing engineering projects, including assigning project work to engineers/contractors. Able to oversee project completion within established budgetary and time constraints and approves expenditures for services by contractors, consultants, or vendor.  Knowledge of how to appropriately conduct on-site visits/inspections to collect data.  Able to accurately investigate and resolve service requests and inquiries; process information requests Research, compile, and assemble information.  As assigned, conduct studies for reports, meet with City agencies to discuss issues, make recommendations, and resolve concerns.  Perform data entry. Maintain specialized GIS and other databases; maintain, update, and retrieve records, project books, documents, files, and other information as necessary.

MINIMUM TRAINING AND EXPERIENCE:

  • Associate's Degree in drafting, engineering or related field
  • Three (3) to four (4) years of AutoCAD experience.
  • Three years of paraprofessional engineering experience, preferably in the area of assignment.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
  • Some assignments may require specialized vocational training.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, and use substantial repetitive motions of the wrists, hands and fingers. The employee is frequently required to hear; and occasionally required to stoop, crouch, kneel, and reach extending hands and arms in any direction, stand, walk, and grasp. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
