Description
The City of Richmond Department of Public Utilities is seeking for highly qualified candidates to fill an Engineer Specialist position. The selected candidate will support DPU Water Distribution team with engineer drafting function and permitting support for construction and development of projects including Maintenance of Traffic design. The select candidate shall be proficient with Geographical Information Technology (GIS) and AutoCAD software and must possess technical knowledge of water distribution related designs and standards or mechanical engineering piping from industrial/manufacturing facilities.
Duties include but are not limited to
- Prepare water distribution design plans in accordance with DPU water distribution design standards and guidelines using AutoCAD software.
- Prepare standard and non-standard maintenance of traffic design plan as needed for permitting.
- Performing data entry, assist maintaining specialized databases such as GIS information, retrieving information and archived drawings, and performing routine office functions as needed.
- Ensure that work quality is consistent and accurate by investigating field conditions, site visits, taking measurements, reviewing archived drawings, and technical information as needed.
- Represent as the single appointed contact for all drafting inquires related to Water Engineering Services Division.
- Perform other related duties as assigned.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Associate's Degree in drafting, engineering or related field
- Three years of AutoCAD experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
- Two (2) years of GIS experience.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some combination of the following):
- Understanding of survey knowledge and principles
- Signal installation and operation
- Preparing construction plans
- Utility Plan draftingdesign conventions
- Understanding of work zone safety principles, including VDOT road and bridge standards, work area protection standards, and traffic related issues
- GIS
- Creating/maintaining large data joins, filters, and queries in GIS, Excel and Access
- Familiarity with large format printers and plotters, including basic troubleshooting and calibration
- AutoCAD versions
- Understanding of property research (public right-of-way, easements)
- Computer proficiency in Microsoft Office Suite, GIS, and AutoCAD software.
Skills (some combination of the following):
- Data analysis
- Editing plans and designs
- Technology and computer proficiency, including databases and editing software
- Troubleshooting and technical support
- Drafting, including AutoCAD
- Project management
- Using mathematical calculations

- Providing technical support in using AutoCAD, Carlson, or Microstation
- Conduct on-site visits and collect field data to support project design.

- Adapt to and independently learn new software
- Complete assigned tasks with minimal supervision
- Ability to prepare and review documents such as work drawings, plans, work orders, and specification for bids.
- Abilities to perform data entry, retrieve records, project books, electronic file conversions, and document filing as needed.
- Ability to prioritize and manage projects efficiently and complete in timely manner.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, and use substantial repetitive motions of the wrists, hands and fingers. The employee is frequently required to hear; and occasionally required to stoop, crouch, kneel, and reach extending hands and arms in any direction, stand, walk, and grasp. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
