The City of Richmond Department of Public Utilities – Water Quality Services Division is seeking a qualified candidate to fill the position of Environmental Technician in the Pretreatment Unit. The incumbent will be responsible for supporting the industrial source control program (pretreatment program), the strong waste surcharge program, and the MS4 Stormwater Program.
Key Responsibilities:
- Manages and administrates various programs related to Industrial Pretreatment, Stormwater, Illicit Discharge, and FOG environmental regulation and compliance
- Performs various office duties such as answering the phone, composing emails, procuring supplies, and generating pretreatment/MS4 reports
- Issues notices of violations
- Performs field inspections and reconnaissance on outfalls, Industrial and Commercial Facilities, and other various sites
- Samples wastewater
- Ensures hauler receiving stations comply with regulations
- Generates pretreatment permits and ensures industrial users comply with requirements
- Calibrates and maintains various meters and equipment
- Citizen outreach and education including Hazmat Collections Events and Drain Markers
Qualifications:
Knowledge, Skills, and Abilities:
- Considerable knowledge of Municipal Separate Stormwater System (MS4) permit compliance
- Federal, state, and local pretreatment/wastewater/stormwater regulations
- Wastewater sampling methods and procedures
- Applicable safety procedures related to water sampling and field inspections
- Computer programs such as Microsoft Office Suite (Outlook, Word, Excel), ArcGIS, and Linko
- Demonstrated skills in inspecting industrial facilities, using equipment such as liquid level actuators, flow meters, and PH/Temperature modules
- Interpersonal communication, oral and written communication, and customer service
- Ability to represent the department professionally, work in teams and independently, use critical thinking, and manage time effectively
Minimum Training and Experience:
- High School Diploma, GED, or specialized diploma at entry level
- One year of experience at entry level
- Higher levels may require more specific experience and education
- An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification
Licensing, Certifications, and Other Special Requirements:
- Some positions may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
Preferred Training and Experience:
- At least six (6) months of sampling experience
- Associate's Degree in biology, chemistry, environmental science, or a related field is preferred
- Experience in environmental sampling and/or environmental inspecting
- At least two years in environmental protection work or equivalent combination of training and experience
- Microsoft Office Suite experience, especially Word and Excel
