The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Equipment Operator, Senior in the Grounds Maintenance Division. The incumbent is responsible for overseeing operations for the assigned area of responsibility and supervising assigned staff.


Duties include but are not limited to:

  • Operating and maintaining specialized equipment, machinery, and heavy construction vehicles.
  • Maintaining the vegetation in parks, medians, and alley areas of the assigned City grounds.
  • Operating equipment including, but not limited to, specialized equipment, machinery or vehicles, such as heavy construction vehicles, Bobcat W/Skid Loader bucket-trucks, ladder trucks, dump trucks (light and heavy), tandem trucks, and Crew Cab Trucks with trailers and/or snow removal equipment, pressure sprayers, light paving equipment, hand grinders, walk-behind grinders, boom truck, compressor dump trucks, Heavy Roller (greater than 4000 lb.), jackhammers, specialized painting equipment, slope mowers, and tractor-mounted graders, pay loaders, ditch diggers, and other equipment assigned to unit, division, or department.
  • Consulting work orders, route lists, maps, charts, and/or blueprints; removing debris, litter, earth, or pavement; loading material into trucks; clearing land or mowing grassy areas, such as parks, playgrounds, medians, roadsides, and hillsides.
  • Performing snow removal duties.
  • Maintaining equipment, machinery, or vehicles in good working order; observing established protocols and procedures for safe operation and storage; performing routine maintenance; reporting damaged or unsafe equipment to the supervisor.
  • Loading, transporting, and delivering refuse, construction materials, supplies, or equipment and establishing safe work zones.
  • Preparing materials for installation and/or use and monitoring or assisting in monitoring inventory of supplies and equipment.
  • Conducting tests to detect faults, breaks, or leaks in existing equipment, systems, or structures.
  • Processing routine documents and forms, such as work orders, repair requests, reports, and logs.
  • Performing other related duties as assigned.

City of Richmond Department of Public Works employees who perform duties in this class are considered essential employees and may be required to work during times of emergencies, natural disasters, and inclement weather.


Qualifications, Special Certifications, and Licenses:


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Use of commercial vehicles and equipment.
  • Commercial mowing equipment.
  • Chemicals and chemical reactions.
  • High tension rigging systems and hoisting mechanisms, including winches and grip hoists, as well as their various safe applications.
  • Infrastructures.
  • Small engine repair and maintenance.
  • Stormwater maintenance.
  • Various tools and equipment used in the area of assignment.
  • Safety procedures and rules regarding the operation of various equipment and tools.
  • Various plants and fauna for safety reasons.
  • Operating heavy equipment and vehicles.
  • Ensuring vehicles are in good working order.
  • Maintaining equipment and machinery.
  • Reading work orders, blueprints, maps, route lists, etc.
  • Closing work orders.
  • Conducting inventory checks.
  • Using and operating various equipment safely and correctly such as tractor with batwing, construction vehicles, vacuums, pressure sprayers, paving equipment, hand grinders, backhoes, chain saws, woodshop tools, etc.
  • Excavating underground structures and pipelines.
  • Maintaining a safe and clean environment.
  • Carpentry skills for building and repairing a variety of park structures.
  • Pulling and parking trailers.
  • Removing snow when necessary.
  • Responding to emergency events.
  • Setting up job sites such as cordoning off areas with cones or signs.
  • Stocking vehicles with necessary supplies.
  • Using a radio and phone.
  • Using chemicals properly.
  • Physical dexterity.
  • Problem-solving.
  • Self-motivating.
  • Time management.
  • Operating equipment and tools used in Equipment Operator classification.
  • Operating equipment and vehicles such as light and heavy dump trucks, tandem trucks, bucket trucks, boom trucks, compressor dump trucks, heavy rollers, pay loaders, backhoes, etc.

MINIMUM TRAINING AND EXPERIENCE:

  • High school diploma or GED
  • Two (2) years of experience at the Equipment Operator level and successfully completing training on the types of equipment that are used at this level of assignment.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A valid Commonwealth of Virginia driver's license.
  • A valid Commonwealth of Virginia commercial driver's license with proper endorsements in accordance with Department of Motor Vehicle regulations.
  • If assigned to road maintenance, may require Hazmat and Tanker license.

ENVIRONMENTAL HAZARDS:


Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.


PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:


Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently climb, balance, kneel, crouch, reach, stand, walk, push, pull, lift; and occasionally stoop, crawl, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
