Description
The City of Richmond Department of Social Services is seeking a highly qualified candidate to fill the position of Family Services Specialist II - Adult Services. The incumbent is responsible for providing services and conducting assessments for cases involving clients in the elderly population and adults who are 18 years of age or older who are incapacitated or considered to be at-risk.
Duties include but are not limited to
- Establishing and maintaining individual case records;
- Documenting interactions with clients, including visits, meetings, referrals, contacts, actions and plans; observing federal, state and local guidelines; maintaining specialized database;
- Inputting, retrieving, and analyzing data as well as generating and reviewing reports to ensure that data is current and accurate;
- Working with community agencies to ensure that at-risk adults are safe, appropriately placed and have necessary resources to provide for their well-being;
- Interviewing individuals and/or family units to assess specific needs, conducting assessments in the field and office, making phone calls, and holding meetings to evaluate case situations and circumstances;
- Formulating service plans, goals and strategies on cases and identifying appropriate resources;
- Completing Uniformed Assessment Instrument (UAI), counseling clients and making referrals;
- Reviewing confidential records; generates, consults, verifies and/or completes routine and specialized documents, such as credit vouchers, service authorization forms, purchase orders and other financial assistance payments;
- Providing information regarding services and operations of the assigned department or work unit to clients, other staff members, legal and medical professionals, and to the general public;
- Securing specialized information and skills through training;
- Coordinating services provided by other agencies, such as individual counseling and therapy programs, educational programs, medical care, mental health care, legal counsel, substance abuse treatment programs, emergency assistance and law enforcement intervention;
- Researching, compiling, and assembling information to be used by others;
- Comparing data and information, monthly reports and agency correspondence;
- Providing transportation for clients to facilitate the delivery of appropriate services and safety of clients;
- Participating in community advocacy programs, such as local task forces, work groups, and other professional meetings.
**City of Richmond Social Services employees who work in this class are considered essential personnel and will be required to work during declared emergencies and major weather events.**
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in principles and practices in the human services field, including knowledge of programs, social-economic trends, and behaviors that impact the delivery of human services; and State and local policies and procedures, laws, and regulations.
Demonstrated skills in advocating and counseling; administering individual and family assessments and interpreting results; Interviewing; Case management, including reporting and documenting; and Oral/written communication.
Demonstrated ability in understanding and interpreting policies, procedures, regulations, and laws; thinking critically; manage time effectively; make sound judgments; problem solve; and analyze, assess, and evaluate data.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in a Human Services field OR Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia)
- Experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills and abilities
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Valid Commonwealth of Virginia Driver's License with a satisfactory driving record

PREFERRED QUALIFICATIONS
- Bachelor's degree in Social Work or Master's degree in Social Work
- Knowledge of social services and experience conducting long-term care assessment
- Commonwealth of Virginia Social Work license
- Proficiency in reading, speaking, writing Spanish
