The City of Richmond’s Office of Community Wealth Building (OCWB) seeks a Management Analyst, Associate - Financial Empowerment Specialist (FES) to support the City of Richmond’s collaboration with the Office of Financial Empowerment (OFE) and the financial literacy services provided by both agencies. The successful candidate must philosophically support OCWB’s mission to aid in the fight against generational poverty. This position serves the financial literacy initiatives of both agencies and identifying opportunities to expand offerings and minimize duplication. This position will report to the OFE supervisor.


Job Duties:

  • Create and manage an integrated work plan of all financial literacy projects across the OCWB and OFE portfolio
  • Analyze key themes from a wide range of data sources in order to identify the most efficient delivery in current financial literacy and wealth building service offerings
  • Establish strategies, plans, and outcomes to assist individuals with overcoming generational poverty by setting objectives, assigning tasks, allocating budgets and aligning to timetables for achieving intermediate and overall goals
  • Coordinate partnerships with financial institutions to increase access for all individuals
  • Determine the key performance indicators that will determine the progress and overall success of financial literacy projects
  • Work with agency team leads to create, implement and/or facilitate financial literacy and generational wealth offerings
  • Coordinate and monitor progress across all financial literacy projects, providing updates on risks or changes in strategies or priorities
  • Track and presenting status updates to senior executives on the program goals and performance metrics

Qualifications:

  • Bachelor's degree in business/public administration or field related to assignment
  • Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis
  • Demonstrated skills in data analysis, program management, communication, and interpersonal relations
  • Preferred: Bachelor's degree in Business, Human Services, Finance or related discipline, or equivalent work experience
  • Preferred: Creative, self-starter with ability to think critically, communicate effectively (verbal and written), confront challenging obstacles, define practical solutions and implement successful strategies; A strong analytical acumen, a foundational knowledge of financial literacy best practices and principles; Thorough attention to detail and the ability to work independently, yet seamlessly integrate activities with other teams when needed; Strong interpersonal skills; skilled at establishing and cultivating relationships, internally and externally; Experience in planning, leading, and managing projects and work independently to achieve goals; Sensitivity to issues around equity, diversity and equality; Capacity to maintain integrity and confidentiality
