The City of Richmond Department of Finance, Division of Revenue is seeking a qualified candidate for the position Financial Regulatory Technician - Delinquent Collections.  The incumbent provides assessment and collection of individual, business, and property taxes for the City.  Incumbents provide standard information, customer service, and tax account transaction processing tasks following prescribed procedures and instructions.  As assigned, work may include preparing tax notices, public records, and legal/court records; communicating with taxpayers in-person, telephonically, electronically and via correspondence; collecting tax delinquent payments; reconciling accounts; monitoring incoming and outgoing mail; handling payment records, making payment arrangements, requesting refund and posting payments; investigating delinquent taxes; preparing reports; skip tracing; processing bank and wage liens: and performing various administrative tasks.


Duties

  • Providing routine and advanced-level customer service and collection activities, assisting customers, businesses and employees; handling requests, and researching and responding to inquiries over the telephone, email, and in-person;
  • Providing assistance to taxpayers, or their representative, by answering questions regarding accounts; explaining their obligations and obtain additional information to determine legal action;
  • Conducting investigations to obtain credit reports, banking, employment and DMV information regarding any information to reduce debt and delinquencies owed to the City;
  • Conducting research to determine if customers are current on payments of debt due to the City;
  • Conducting collection efforts for unpaid fees, taxes and licenses in-person and by mail;
  • Reviewing documents for completeness.
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Knowledge, Skills, and Abilities
  • Considerable knowledge of basic math, accounting, business, and financial policies; 
  • City and State codes; computer programs such as Microsoft Office Suite; 
  • Office equipment such as a multi-line phone and personal property tax codes and collection tax laws. 
  • Skills in assessments; collections; oral and written communication; customer service; conducting research and data entry.
  • Ability to analyze information; pay attention to detail; think critically and follow directions and established procedures.
Education
  • High School Diploma or GED
  • Associate's degree preferred 
  • Two years of accounting support experience such as processing payments, providing direct customer service, calculating funds owed, and investigating/collecting delinquent payments
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Preferred Qualifications
  • Strong skills in establishing and maintaining effective working relationships with customers, and employees;
  • Familiarity with basic state codes/compliance for collection principles and practices;
  • Knowledge of methods and techniques of collection, including applicable City tax codes, rulings, ordinances and regulations related to business policies and procedures;
  • Microsoft Office Suite experience, especially Excel, Word and Access.
