Description
This position is part of the Promotional Process for Fire and Emergency Services. Only INTERNAL CANDIDATES will be considered.
The purpose of the class is to supervise and command all operations within a fire company or academy, or to act as second-in-command of a fire prevention or planning and research division. The class is responsible for enforcing the policies of the department and/or implementing the managerial direction of the department with respect to a program or project; conducting fire investigations; determining a plan of action at fire scenes; overseeing maintenance of fire equipment; and assisting in the conduct of fire prevention and other related programs. The class works within broad policy and organizational guidelines; independently plans and implements projects; and reports progress of major activities through periodic conferences and meetings.
Though the Fire Captain will generally be assigned to supervise a Company in the Operations Section, the incumbents may also serve in Non-Company Assignments in Support Services, Business Services, Administration, Safety Unit, and the Office of Emergency Management.

Duties include but are not limited to
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
- Performs Human Resources functions by supervising staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination.
- Performs Human Resources functions by organizing work to insure maximum utilization of assigned members and equipment; lays out, interprets, schedules, and assigns work to members supervised; establishes priorities as necessary.
- Performs Human Resources functions to maintain company discipline and assumes direct responsibility for all operations of the company.
- Performs Human Resources functions by preparing and presenting training programs in coordination with the Department's Training Division and required by department policy; maintains associated records.
- Performs Human Resources functions by facilitating a working environment which allows employees to develop and grow professionally.
- Performs Community and Government Relations functions by interacting with community and neighborhood associations and other city departments.
- Performs administrative functions to operate within, propose, and prepare facility, project, and division budgets for review by chief officers; takes all action necessary to reduce and control cost or otherwise maintain an economical operation.
- Performs administrative functions to propose policies, procedures, and practices in a specific area of expertise for approval by a chief officer.
- Participates as directed in the process of purchasing, including soliciting and awarding bids.
- Performs administrative functions to supervise the maintenance of an assigned facility, equipment, apparatuses, and records, as well as to prepare required reports.
- Performs administrative functions to collect and arrange facts to be included in news releases given about an event or topic so that information is accurate and formatted correctly.
- Performs administrative functions to ensure the effective housekeeping of equipment and facilities in area supervised; arranges for proper maintenance of equipment and facilities; prevents waste and damage of materials and equipment.
- Performs administrative functions to assure that all necessary action is taken to reduce and control costs, or otherwise maintain an economical operation.
- Performs Emergency Service Delivery functions by serving in command of general staff positions at Type IV and V incidents involving one or more fire companies or units (through first alarm or planned events) and fulfills assigned duties as a group or division supervisor or a command staff officer at Type III or larger incidents (greater alarms) when assigned by a Chief Officer or incident commander consistent with demonstrated training and qualifications as specified within the incident management system.
- Performs Emergency Service Delivery functions by serving in unit leader role and performing tactical level/facility management functions at emergency incidents or planned events based on demonstrated training and qualifications in accordance with the incident management system.
- Performs Emergency Service Delivery functions to produce incident action plans for incidents involving multiple units.
- Performs Emergency Service Delivery functions and conducts post incident analysis or portions thereof as directed.
- Performs inspection and investigation functions to secure evidence and preserve incident scenes.
- Performs inspection and investigation functions to determine the need for fire investigation or law enforcement resources.
- Performs inspection and investigation functions to conduct basic inspections to identify hazards and address violations.
- Performs inspection and investigation functions to collect witness information from both customers and members as directed.
- Performs inspection and investigation functions to conduct basic fire cause and origin investigations; supervises fire investigations and participates in arrest and prosecution of alleged arsonists.
- Performs inspection and investigation functions to conduct basic inspections in occupancies that are likely to exist in the department in accordance with department policy.
- Performs Health and Safety functions to maintain a safe and healthful work environment in routine and emergency situations in accordance with department rules and regulations and more specifically to ensure compliance with department safety policies in the facility or programs that she/he is assigned.
- Performs Health and Safety functions to complete investigations and appropriate reports for a near miss, injury, or illness to a member under their supervision.
- Performs Health and Safety functions to oversee and participate in activities intended to maintain the physical capability of members to perform their duties and minimize the possibility of injury.
- Supports and encourage the vision, mission, and values of the department.
- Maintains a facility and/or program environment that is free of recognizable safety hazards.
- Establishes and maintains cooperative and effective interpersonal relationships.
- Makes deliberate, timely, and accurate decisions, which are consistent with department policy under emergency and/or non-emergency situations and based on the best interests of the department.
- Supervises and motivate members.
- Maintains discretion in handling matters of a proprietary, confidential, or personal nature.
- Evaluates the performance of members and interprets evaluations for the purpose of correcting deficiencies or recommending recognition for exceptional performance.
- Communicates effectively both in writing and orally, to include speaking to small groups.
- Mediates disputes among members with the goal of maintaining professional relationships.
- Demonstrates tact, calmness, and professionalism in situations involving stress and conflict.
- Initiates appropriate corrective action or member recognition as warranted.
- Executes department policies with consistency, firmness, and precision.
- Demonstrates interagency and intergovernmental cooperation.
- Maintains accurate and complete files and reports.
- Coordinates a program or project.
- Operates appropriate tools and equipment.
- May be assigned to act in a Fire/Staff Battalion Chief position.
Qualifications, Special Certifications and Licenses
General Requirements:
- Virginia State Drivers License without restrictions/revocation that prohibits personnel from operating department vehicles and Yearly Valid Compliance Summary
- Pass an annual medical assessment consistent with national standards as well as random screens for prohibited substances.
- Successful completion of the City and Office of Emergency Medical Services (OEMS) background check/requirements.
- No disciplinary action within the last 12 months resulting in suspension, reduction in rank, or reduction in pay.
- No more than 1 at-fault accident or property damage within the last 12 months
- No criminal conviction in the last 12 months at the time of application
- Must be compliant on all required Fire and City trainings
- At least “Meets Standard” on the most recent performance evaluation.
Required time in rank:
- At time of application, 2 years of uninterrupted service at the promoted rank of Fire Lieutenant in the Richmond Fire Department
Required Accredited Education:
- High school diploma or GED
- Sixty (60) college or university credits at the time of application.
Personnel promoted after July 1, 2025, will be required to complete the following course(s) by January 1, 2027. Starting January 1, 2027, the following course(s) will be a requirement prior to promotion. Accredited courses must be taken through an accredited college or university. (Note that accredited courses completed with different titles, but similar curriculums will be reviewed for acceptance through the RFD certification/validation process approved by the Chief of the Department. Personnel should gain prior approval of acceptance for all similar curriculums prior to pursuing courses with different titles. If the course(s) are not successfully completed by the established timeline, the employee will be returned to their prior position).

Personnel promoted after July 1, 2025, will be required to complete the following by January 1, 2027. Starting on January 1, 2027, the following will be a requirement prior to promotion.
