The City of Richmond, Department of Public Utilities, Gas and Light Division is seeking several qualified candidates to fill the Gas Compliance Inspector position.
The incumbent will be responsible for supporting the coordination of various programs and projects, including:
- Conducting field audits on internal and external customers.
- Overseeing various Distribution of Integrity Management Program (DIMP) efforts.
- Supporting Richmond Gas Work’s Operator Qualification Program, including auditing training materials and hands-on training.
- Providing support for the Pipeline Safety Management System (PSMS) efforts.
Duties include, but are not limited to:
- Ensuring adherence to all City of Richmond, Department of Public Utilities O&M manual procedures.
- Inspecting work sites daily for compliance with OSHA, DOT, and VDOT traffic safety standards.
- Investigating violations and completing accurate documentation of findings.
- Issuing temporary work suspensions when non-compliance events are reported or witnessed.
- Witnessing remedial plan completions and performance evaluations.
- Investigating citizen complaints and initiating corrective actions.
This position is considered Essential Personnel, meaning the incumbent is required to work during public emergencies, critical or hazardous conditions, or inclement weather. This may include nights, weekends, holidays, or on-call duties.
Minimum Training and Experience:
- High School diploma or GED.
- 8-10 years of related work experience, or an equivalent combination of training and experience.
Licensing, Certifications, and Special Requirements:
- RGW Natural Gas Operator Qualification.
- Valid Commonwealth of Virginia Driver's License.
Preferred Qualifications and Experience:
- Experience installing or repairing residential/commercial gas lines.
- Experience investigating gas leaks.
- Experience working on a natural gas distribution system.
- 7+ years of construction experience.
- Experience monitoring traffic and safety conditions.
- Familiarity with GIS mapping systems and Virginia’s VA811 one-call system.
Knowledge:
- Richmond Gas Works O&M, Code of Virginia Underground Utility Damage Prevention Act, Federal Code Title 49 CFR 192.
- Natural gas construction and maintenance, materials, and methods.
- GIS mapping software.
Skills:
- Proficient verbal and written communication for field and office settings.
- Knowledge of natural gas distribution pipeline systems.
- Interpersonal communication and computer proficiency.
Abilities:
- Manage tense situations.
- Prioritize tasks and manage time effectively.
- Quickly identify hazards and take corrective action.
