The City of Richmond, Department of Public Utilities, Gas Division is seeking a qualified candidate for the position of Gas Construction Inspector - Gas Compliance. The incumbent will be responsible for supporting the implementation of various compliance programs and projects.
Duties include, but are not limited to:
- Supporting the coordination of and conducting field audits on internal and external customers.
- Overseeing various Distribution Integrity Management Program (DIMP) efforts, including the cross-bored sewer lateral initiative effort.
- Supporting Richmond Gas Works' Operator Qualification Program.
- Assisting with action plans from Non-Compliance/Incident Reports.
- Assisting with the implementation of new best practices, regulatory compliance, and O&M changes as needed.
- Collecting compliance data, generating reports, and effectively presenting findings to various departmental entities.
- Assisting with inspecting compliance-related records for internal and external customers.
This position is considered Essential Personnel, requiring the incumbent to work during city closures due to public emergencies, critical or hazardous conditions, or inclement weather. The individual may also be required to work nights, weekends, holidays, or be on-call as needed.
Qualifications, Special Certifications, and Licenses:
- Knowledge of local, state, and federal codes and regulations regarding gas distribution systems.
- Knowledge of gas service and main line installation and repair.
- Familiarity with gas system components and specific materials.
- Strong oral and written communication skills.
- Proficiency in standard business office software such as Microsoft Word and Excel.
- General knowledge of and some experience with GIS mapping systems.
- Demonstrated ability to supervise others and manage time effectively.
- Ability to multitask, prioritize conflicts, and identify hazardous conditions/situations.
Minimum Training and Experience:
- High school diploma or GED.
- One year of specialized training or technical training beyond high school.
- Five years of related work experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Licensing, Certifications, and/or Other Special Requirements:
- Operator Qualification.
- Valid Commonwealth of Virginia Driver's License.
Preferred Qualifications and Experience:
- Familiarity with Title 49 Code of Federal Regulation, Parts 191 & 192; Title 29 Code of Federal Regulation, Occupational Safety and Health Administration; American Petroleum Institute (API); National Fire Protection Association (NFPA) 54: National Fuel Gas Code; Pipeline & Hazardous Material Safety Administration (PHMSA) Distribution Integrity Management Program (DIMP); Pipeline Safety Management Systems (PSMS); American National Standards Institute (ANSI).
- Operator Qualification (OQ) is required.
- Experience reading Gas/GIS map systems.
- At least eight (8) years of field inspector/engineer experience and/or equivalent combination of experience working in the natural gas industry.
- Knowledge of repairs and installations of new gas facilities.
- Effective verbal and written communication skills.
- Experience with Microsoft Office Suites.
- Valid Driver's License is required.
