Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Gas Field Service Inspector to review and process new gas meter applications and submitting findings to internal stakeholders. The incumbent will work with citizens, contractors and internal staff to plan and coordinate gas service and meter installations. The incumbent will also determine the appropriate size and type of gas service lines, excess flow valves (EFV’s) and/or manual shut off valves, manifolds, regulators, customer pressure and meters in order to meet customer needs.  Additionally, the incumbent will be responsible for reviewing and processing requests for gas meter and service line relocations as needed.
 Incumbents may serve as lead workers, assigning work and monitoring work completion.

Duties include but are not limited to

 

  • Reviews and processes gas meter applications and meter relocation requests. Coordinates with citizens, contractors and internal staff to determine proper location, meter type and related equipment required to meet customer needs.
  • Completes daily paperwork and reports. Maintains new gas service database. Responds to customer complaints and questions via phone or email. Fills out time sheets for record-keeping purposes. May assist with scheduling and coordinating of new service crews if needed. 
  • Keeps up to date regarding Operator Qualifications, the O&M Manual, and safety training.
  • Other duties as needed.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

This individual may be required to work nights, weekends, holidays or on-call, as needed.

 

 

Qualifications, Special Certifications and Licenses

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of city, state, and federal codes and regulations regarding gas systems/pipelines, Safety guidelines and regulations, Gas service line installation and maintenance, Threaded fittings, stab-on fittings, fused fittings and compression fittings, Main repair and segment replacement, Repair clamps, bell joints, compression couplings, mechanical joints, and fusion joints, Gas Regulators, Excess Flow Valves (EFV) and Meter sizing requirements per Richmond Gas Works design standards, GIS mapping, Corrosion control and related equipment, Energov and CIS (Customer Information System).

Demonstrated skills working with various gas line/main materials such as cast iron, ductile iron, steel, and plastic, Pressure testing of distribution main and service as well as customer piping, Reviewing plan drawings and as-builts, Inspecting distribution and customer gas system components and materials for compliance standards, Troubleshooting pressure issues related to distribution or customer gas systems, Oral and written communication, Interpersonal communication and Computer proficiency, including Richmond Gas Works specific software ( e.g. GIS, WMS, IM ) Manage time effectively, Multitask, Prioritize, Identify hazardous situations. 

 

MINIMUM TRAINING AND EXPERIENCE:

  • High School diploma or GED
  • One year of specialized training or technical training beyond high school
  • Five years of related work experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

 

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Operator Qualification
  • Valid Virginia Driver’s License
  • Virginia Gas Fitter License (preferred but not required)

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: 

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
