The City of Richmond Department of Public Utilities is seeking a qualified candidate to fill a GIS Analyst position.
Responsibilities:
- Check the work from GIS Specialists, manage six (6) geodatabases, and perform analysis on gathered utilities data.
- Perform research and develop new workflows.
- Troubleshoot GIS user issues and assist other GIS end users.
- Coordinate activities such as reviewing the work from GIS Specialists.
- Provide GIS services, including GIS user troubleshooting and assisting other GIS end users.
Qualifications, Special Certifications and Licenses:
Knowledge, Skills, and Abilities:
- Considerable knowledge of GIS, cartography, and asset management.
- Basic knowledge of troubleshooting and understanding of programming.
- Experience in computer use and hardware installation/construction.
- Familiarity with computer programs such as Microsoft Office Suite, VBA, Python, etc.
- Knowledge of electronic databases and related software applications such as ArcGIS, EnerGov, Intergraph Computer Aided Dispatch (I/CAD), etc.
- Competence in master plan development, mathematics including statistics, project management, software use, development, deployment, and training.
- Familiarity with standard office technology and equipment, such as flash drives, external hard drives, wide format plotters, scanners, etc.
- Understanding of zoning regulations.
Demonstrated Skills in:
- Archiving and retrieving data.
- Communicating reports to people of interest and with a variety of internal and external departments.
- Creating and generating reports.
- Creating, editing, and maintaining information products and databases.
- Developing more efficient procedures and automating processes.

Minimum Training and Experience:
- Bachelor's Degree in information technology, geography, geographical information systems, or a directly related field.
- Two years of professional-level GIS programming, analysis, data management, and/or cartographic product experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
Licensing, Certifications, and/or Other Special Requirements:
- Some assignments may require a valid Driver's License with a satisfactory driving record.
- A valid Commonwealth of Virginia Driver's License within 30 days of hire.
Preferred Training and Experience:
- Bachelor's Degree in information technology, geography, geographical information systems, or a directly related field.
- Two years of professional-level GIS programming, analysis, data management, and/or cartographic product experience.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
